Long-term works San Giovanni a Teduccioin the neighborhood of the same name in the eastern area of Napoli, have to deal with the disorder of the underground services and the daily chaos due to the significant number of vehicles that cross the fundamental artery connecting the city center and the Vesuvian area. These circumstances, combined with the need to respect deadlines and contain costs, have led to the the municipality of Naples to modify the project conceived ten years ago and which only became a construction site in 2021.

The heavy traffic and the massive number of shops and other commercial activities “have negatively affected the regular execution of the works”, we read in the documents authorising the variation survey for the important road of Naples East along which one works for the re-functionalization of the sewer system. The real critical issues depend, in large part, on the “indiscriminate presence of underground services” and on the need for an extensive and intense investigation campaign to identify any weapons of war.

The amendment, therefore, aims at “certainty on the times of execution of the interventions” and at benefits for the community: “The negative effects that the execution of the works have on the resident population, on commercial activities and on traffic will be limited”. This is written by the technicians of the “Integrated water cycle and sea protection” Service of Palazzo San Giacomo who approved the variant which, overall, will also have economic benefits as it allows for savings of 580 thousand euros. These, combined with the 58 thousand euros in taxes, will offset the increases in the construction sector recorded in recent years between the Covid emergency and the war in Ukraine. Therefore, the overall amount of the contract to redevelop a long stretch of the road in the former industrial district of East Naples remains 18 million and 852 thousand euros financed by the FSC Fund of the Campania Region.

The variant in progress – proposed by the company and supported by the technicians and the councilor for infrastructure and mobility of the Municipality – is essential in the face of the numerous utilities whose routes are irregular and with sudden changes in planimetry and altitude. A situation that has had objective negative repercussions on the timetable: “In three years it has been possible to intervene on only about 350 meters compared to the 1,850 meters foreseen in the project and the 280 days available for completion”, is specified in the documents in which reference is also made to the presence of the tram tracks which do not allow the laying of pipes connecting the wastewater discharges from the buildings or road drains “the construction of which would require interruptions to the public transport service, to be excluded”

Also absolutely excluded are interventions to redo sewer collectors that involve the central portion of the course “since they are not compatible with the significant daily traffic volumes”. The “obligatory” choice is to lay the new elements in the same spaces as the existing ones: this allows to save time and additional costs that would be needed to identify the war devices, a particularly costly operation for the municipal administration. The new pipelines will be positioned in already excavated locations and – to avoid “significant damage to commercial activities” and “minimize the inconvenience caused to the population” in the face of intense traffic – they will be divided into fifty-two sub-sites. Specifically, work will be done on existing channels and cleaning interventions will be planned for them Self-draining and sediment remediation using high-pressure water jet lances. Only for the faecal collectors that flow into rain channels with final discharge into the sea will the direction of the outflow be reversed to take it to purification.

Slowdowns, traffic jams and lack of space for pedestrians and vehicles have a major impact on the liveability of the area. Intervention, in any case, is essential to giving back decorum and safety to the essential Naples East road and the benefits of the restyling of a long stretch are already evident.
