Increase in water consumption, multiplication of losses which cannot be solved to intervene suddenly and increasingly sieve distribution networks. These are the causes that are causing what is now an emergency of vast proportions in Irpinia and in a large part of Sannio.
Of course, we must also take into account a drop in the flow of the spring groups as well as a lowering of the level of the wells. But on this side the real problems should begin in about a month, between the end of July and the beginning of August, persisting at least until the second ten days of September.
The most complicated situations concern the entire Partenio range, from Mercogliano to Ospedaletto d’Alpinolo, to continue with Summonte, Sant’Angelo a Scala and Pietrastornina. And Rotondi and Roccabascerana are no better off. This is due to the reduced flow of water in Fontana dell’Olmo, in the Serinese area, which feeds the Cerreto reservoir which is often below the accumulation limits. Monteforte is also on the same supply line, where for several days water in homes and businesses arrives in fits and starts. In this case, in addition to the supply of users, the territory suffers from its development at altitude and a reservoir for the medium-high part of the country no longer suited to the needs of an increased population.
Continuing to browse the water emergency mapthen, we find Ariano, the Barony and the central area of the Ufita Valley. On the Tricolle the dispersion of water is enormous, both between Rione Cardito and Martiri, and on the provincial road that connects to state road 90. Things are a little better in Baronia but here the ones that suffer are mainly the users located at altitude. While in Ufita they are trying to act responsibly, as is the Municipality of Grottaminarda, an example to follow for the local entities that are members of Alto Calore. Faced with an extraordinary situation, therefore, an exceptional response is needed.
And this is what the ACS will try to do starting in the next few days and this week will finalize the contracts with the companies identified for maintenance. Those who, in essence, must get into action before the Acs technicians, plumbers and welders, on the repairs to be made to the pipes. In fact, excavations and preparatory works are not included among the tasks and skills of the employees of the water company of Corso Europa. Three of them will soon be able to start working and will cover the uncovered areas: Benevento 1, Benevento 2 and Adduzioni. The latter includes the main carrying pipes of the aqueduct. These are three expert companies that will be operational immediately. However, the problems do not end here.
A detailed picture is illustrated by the member of the territorial secretariat of UilTec, Vito Guerriero: «Exaggerated water absorption is being recorded which can only be explained by the unhealthy habit of filling swimming pools and watering gardens with drinking water. Furthermore, this practice is prohibited by law in this period. There needs to be greater responsibility on everyone’s part. After all, consuming without limits and then claiming not to have any discomfort is not possible. Let’s not forget that the very suspension of supply and the related maneuvers to reactivate the system between air pressure and crumbling pipes contributes to increasing the risk of further breakages”. Beyond the collaboration requested from the Municipalities, Guerriero also points out that in an emergency phase there is not even enough staff available: «We have many technicians with a high average age and who, therefore, cannot be used on every type of intervention. We are dealing with temporary workers but at the moment it has been necessary to bring back several employees from holidays.”
