With biblical times, the Central Election Commission, under the chairmanship of Francesca Malgonimagistrate of the Court of Reggio Emilia, has finally concluded his work and proclaimed today Marco Massari mayor of Reggio Emilia. Who will thus finally be able to grant himself that tricolor band which also this morning, during the reception at the Prefecturecould not wear.

In the Yellow Hall of the Town Hall, shortly after 3pm, Malgoni read out the final minutes and, in addition to the mayor, also proclaimed the 32 new municipal councilors elected for the 2024-2029 mandate. Even the infinite verification of the Court confirmed that Sic – unofficially accredits 1,711 votes (2.31%) for the municipality website and the government website of Eligendo (which we now discover are actually valid until midday as we will see later – has not reached the quorum to obtain the councilor. As for the opposition, 2 councilors will go to the Civic Coalition, 2 to the Tarquini list, 5 to Fratelli d’Italia; one to Forza Italia and one to the League.

Nothing is known – almost two weeks after the vote – of the first of the non-elected, which is a question of considerable importance especially for those parties that could see municipal councilors join the council, thus freeing up positions. This is obviously the case with the Democratic Party, but also almost certainly with Lista Massari, Green Europe and the 5 Star Movement. Unlike what happened in the Municipality of Modenathat of Reggio – evidently on the basis of what was communicated by judge Malgoni – was in fact limited to reporting the list of only those elected which we report below.

But the most disconcerting thing, in addition to the slowness and shortcomings of the Court of Reggio, is that the only data given to public opinion today is the total number of valid votes: 77,987. Practically two thousand more than 75,998 communicated both by Eligendo and by the Municipality website. Two thousand more votes that seem to magically appear during the Court’s verification. And which, it seems, would have rewarded the opposition more than Massari. Of the 77,987 valid votes officially communicated today by the Court, 43,438 were in fact attributed to the lists linked to the mayoral candidate Marco Massari (which for Eligendo and the Municipality had instead obtained 42,598). Therefore – after the verification – 840 more votes went to the lists that supported Massari, almost 1,200 to those of the opposition.

Thanks to the proclamation that finally took place today, the first session of the Reggio City Council will now be able to be convened within ten days of the proclamation of the elected representatives and then be held within ten days of the same convocation. The session will be convened by the mayor and will be chaired by the senior councilor (it is presumed Lanfranco De Franco, because this data was not provided by judge Malgoni), i.e. the one who obtained the greatest number of votes in the elections, until the election of the president of the Town Council.

Something that Modena and Ferrara – where the Court is evidently quicker – have already done so…

Among the obligations of the first session of the City Council, the validation of those elected and that is the verification of the existence of the conditions of candidacy, eligibility and compatibility of all members; the election of the president and two vice presidents. During the same first council meeting, the mayor takes an oath to loyally observe the Italian Constitution.
