A year has now passed when, pursuant to Regional Law n. 33 of 16 December 2021, art. 1, “in order to improve the provision of healthcare in the regional territory, ensure the rationalization of healthcare spending and the optimization of resources, in accordance with the provisions of the Plan for reducing the deficits of the Regional Health Service and in consideration of the agreement reached between the Commissioner ad acta for the implementation of the Return Plan in the Calabria Region and the “Magna Græcia” University of Catanzaro, the “Pugliese-Ciaccio” Hospital of Catanzaro is incorporated into the “Mater Domini” University Hospital ”.

But after a year what has changed?
According to the employees of the two former companies, very little. Just a lot of confusion and a lot of broken promises.
It was way back on 10.27.2023 when the Management, with resolution no. 865/2023 revoked the act which had as its object “Hiring two permanent administrative collaborators – Public competition for qualifications and exams for the permanent and full-time coverage of 2 Administrative Collaborators.
The administration’s motivation?
“….deems it necessary to underline the need that the legitimate expectations of the employees already in service at this Company must not be betrayed so that the same, once the new staffing has been established, initiates the progression procedures referred to in the articles. 18 et seq. of the current 2019/2021 Health Sector CCNL”.

We have now reached the crucial point.
The corporate act is ready, the staffing as well, but what is stopping this administration and the unions today from proceeding with a simple approval of a regulation that regulates the phantom internal selections (vertical progressions)?

Why haven’t we sat down to date to talk about the so-called valorization of internal staff?
Of course, there have been many priorities this year but perhaps today the time has come to move away from the preconception that “he who doesn’t make a mess is a fool”.
The administrative assistants, on whom the two companies have been able to count over the years, and on whom responsibilities beyond their skills have fallen, are waiting until after years “their expectations are not betrayed”.
