There Economic Policies Commission chaired by Manuela Rontini gave a favorable opinion to the proposed amendments to the statutes of the eight regional land reclamation consortia (Piacenza land reclamation consortium, Parma land reclamation consortium, Central Emilia land reclamation consortium, Burana land reclamation consortium, Renana land reclamation consortium, Plain land reclamation consortium of Ferrara, the Western Romagna Reclamation Consortium, the Romagna Reclamation Consortium (all first degree) and the second degree Reclamation Consortium for the Emiliano-Romagnolo Canal).

The council explained that the Statutes have needed to be updated over the years to achieve objectives of greater regulatory simplification. For all statutes, article 8 which refers to electronic voting is repealed (regional law number 10 of 2023). With respect to the Board of Directors, article 22 has been changed, in which the procedure for appointing the representatives of the Municipalities is initiated by the Region. Then, the constraint of the double mandate for the president and the deputy is inserted and this applies to all the Statutes, while as regards the voting methods, the secret ballot takes place only if the confidentiality and non-modification of the vote is guaranteed (i.e. in presence). The duties of the director who will have the delegation of presidency in the tender and competition commissions are better specified. The need for the signature of the president and deputy on payment orders is eliminated. Furthermore, the Burana Consortium introduces telematic communication. The Piacenza Consortium, as a result of regional law 5/2017, changes from an interregional consortium to a regional one: thus taking note of the separation of the Municipalities in the province of Pavia which are included in Lombardy.

For the second degree Reclamation Consortium for the Emiliano-Romagnolo Canal (Cer), the amendment states that the Statute must be approved by the Assembly. As regards the ineligibility of delegates, it goes from two to three years from the date of retirement, while for the responsibilities of the administrative committee, the possibility of cooperation and program agreements to develop projects with public administrations is added. A new article also provides that the president of the Cer can invite to the administrative committee anyone who has an interest in the Consortium, but without the right to vote. The dual mandate constraint will also be in force here. Finally, two articles have been introduced for the organization and duties of the director and the possibility of internal regulations.

CARE OF THE TERRITORY, 3.8 MILLION PLAN – An intervention plan worth over 3.8 million euros for the care of the territory. There Economic Policies Commission also gave a favorable opinion on the three-year program of reclamation and irrigation interventions on state property 2024-2026. The program allocates a total of 3,803,750 euros for the eight Land Reclamation Consortia in the region: 1,025,000 for 2024, 1,425,000 for 2025 and 1,353,750 for 2026. The favorable vote took place after the presentation to the commission by part of the council (Territorial Defense Service). In part the program had already been approved for the years 2024-2025. The council illustrated the plan for 2026: there will be funding for 812 thousand euros of interventions distributed to consortia for the maintenance of existing systems and over 541 thousand euros of funding for the maintenance of public reclamation works in mountain areas (including for the roads of reclamation, especially in the provinces of Parma and Piacenza). The total financing is one million and 353 thousand euros in addition to the 2024 and 2025 funds.

In detail, over the three-year period, the total 3.8 million are divided as follows on a provincial basis: in Piacenza over 600,000 euros, in Parma around 570,000, in Reggio Emilia almost 450,000, in Modena over 390,000, in Bologna 651,834, in Ferrara almost 300,000, in Ravenna around 350,000, in Forlì-Cesena over 210,000, and in Rimini almost 16 0,000 euros.
