Extraordinary openings, distribution of basic necessities and integrated actions shared with all residential structures in the area. In view of the month of July and with the recording of the first hot summer temperatures, the municipal administration of Cesena has defined an integrated plan of interventions for the hottest months of the year aimed at homeless people and the most vulnerable exposed to health risks due to climatic conditions. In this regard, at the same time as planning the actions to be undertaken until September, the Social Services of the Municipality, in agreement with Asp Cesena-Valle Savio, have issued precise recommendations to the homeless people registered in the municipal territory.
With the aim of informing users as much as possible, the operators have started a widespread communication campaign on the road providing details on everything you need to know: where to find social or bureaucratic assistance, the list of dormitories, canteens, and food distribution points, including other services (showers, social laundry, job orientation desks or psychological support).
To date There are a total of 217 homeless people taken care of by the Social Services of the Valle Savio Union for serious adult marginalization. As many as 54 of the 217 people registered have arrived in the city since the beginning of the year. These are Italian women and men and people arriving from outside Italy who live in conditions of marginality and fragility and who for this reason need daily support. The requests presented are varied: among them there are those who ask to be able to return to their country of origin, those who need psychological support or assistance in finding a job, shelter for the night, clean linen, medical visits. Anticipating a surge in hot temperatures, the organization therefore implements assistance and reception services, ensuring all those involved the possibility of spending the day sheltered at the ‘RoveRstella’ day centre, open every day for the whole day, delivering clean clothes and water and monitoring the most fragile. In this regard, for a few months now the supervision of the Street Unit operators has taken place over the course of 5 days.
To date, there are 246 annual accesses to the day center in Corso Comandini 7 with a daily average of 25 presences. On the other hand, there are 5 weekly outings by the street unit operators and 35 emergency cases identified on the road, also thanks to the collaboration of the police and the ASL, since the month of February. During the summer season, the 38 places remain active in the municipal structures, managed by Asp Cesena-Valle Savio on behalf of the Municipality, and in the Bishop’s dormitory, managed by the diocesan Caritas.
For elderly people over 75, however, the heat wave prevention plan will remain active from May to September envisaged by the Emilia-Romagna Region, characterized by targeted integrated actions between the Social sector (Social Services and Civil Protection Union, ASP Cesena/Valle Savio district and “Don Baronio”) and Healthcare (Romagna Local Health Authority). In this regard, the Social Services have taken steps to alert all the residential facilities for non-self-sufficient elderly people present in the territory of the six municipalities of the Valle Savio Union. In collaboration with the Civil Protection, it is therefore planned to support emergency situations of fragile people over 75 who live isolated, through the provision of volunteers and coordination capable of carrying out the reconnaissance of resources useful for resolving the emergency. Furthermore, together with the ASP of Cesena-Valle Savio, the monitoring activity of lonely elderly people, home shopping delivery and the teleassistance/telehelp service for people already taken care of by the Social Services continues. Social transport is also active in collaboration between Asp and Auser.
