“For the management of a service relating to an essential common good such as water, management through a public system, more attentive to the rights, needs and requirements of the community, should be evaluated”.

The PD city councilors Manuel Marsico, Alfredo Marco Arcidiacono, Stefano Cantoni, Federica Carpi, Alicia Maria Carrillo Heredero, Sandro Campanini, Caterina Conforti, Gabriella Corsaro, Giulio Guatelli, Victoria Oluboyo, Alessandra Tazzi and Franco Torreggiani open, through the instrument of the motion , the big deal that concerns the management of the water service in the Municipality of Parma and in part of the municipalities in the province.

The contract is currently handled by Ireti spa in Parma and in other portions of the provincial territory by the companies Emiliambiente and Montagna 2000. The ongoing management will cease on 31 December 2027 and the next assignment is looming large, as it is the only one in all the territory of the province and no longer as currently divided into three basins.

A perspective to work on in time in light of the complexity of the topic. The councilors recall the referendum held on 12 June 2011 with particular reference to the questions promoted by the referendum committee 2 Yes for Water as a Common Good and recall that the integrated water service can be entrusted according to three alternative methods: assignment to third parties through an ad hoc procedure public evidence, in compliance with European Union law and according to the regulations on public contracts, favoring, where possible, in relation to the characteristics of the service to be provided, the use of service concessions rather than public service contracts, in a manner to ensure the effective transfer of operational risk to the operator; award to a mixed public-private company, in compliance with European Union law and with identification of the private partner through a dual-purpose tender; entrustment to in-house (municipal) companies.

In light of these premises, the motion signed by twelve municipal councilors of the majority group ask the council to undertake to prepare an evaluation study which concerns the comparison between the option of an in-house award or through a dual-purpose tender and the European tender procedure, making use of the best available expertise, also referring to the University of Parma. The motion also asks to involve the assembly of mayors of the province in order to share the feasibility study with the municipalities of the province and verify the guidelines and to enhance the assets of corporate shareholdings held by the Municipality of Parma with respect to the management of the service water.
