And the “Valditara package” that before the end of the electoral campaign the minister managed in today’s Council of Ministers to also pass a decree on “foreigners” (as the Northern League minister defines them in the official press release from Viale Trastevere) and on support as well as satisfying the principals who will have a new evaluation model “capable of measuring their activity on the basis of merit parameters”.

But let’s see point by point the innovations approved today in the Council of Ministers. Valditara is proud of the measures taken for “theintegration of foreign students”. The new indications are aimed, in fact, at those students who, especially if newly arrived in Italy, do not have an adequate level of knowledge of the Italian language to communicate and (consequently) to study, and who maintain serious knowledge deficits in the subsequent path. In these cases, in classes where children with significant deficiencies are equal to or greater than 20%, from 2025 a suitably trained teacher will arrive who will support the other colleagues with strengthening lessons. Meanwhile, from September, schools will be able to organize additional extracurricular courses thanks to ad hoc funds from the Pon. Valditara does not speak of additional teachers or new hires but of a “remodeling of the workforce”.

The second point concerns the support “package”. The Government wanted to put an end to the dispute over foreign securities: the approximately eleven thousand teachers with a request for recognition or pending litigation will now be able to access “ad hoc” specialization courses provided by Indire. Here too the i. are not clarified costs who will have to support the people involved, when and how these courses will be held.

Another new feature concerns the approx 85 thousand temporary teachers (always supportive) without specialization. The Government has decided that in addition to the training offer of the universities, there will be a course provided by Indire (a public research body already responsible for training school staff), aimed specifically at them. Valditara’s announcement to guarantee the continuity of fixed-term teachers on support jobs, at the request of the student’s family, was a commitment kept. With the new provision, once the confirmation of the teacher in service in the previous school year has been obtained, after evaluation by the school director, mothers and fathers will be able to ask to still have the teacher or professor from the previous year.

Finally, two initiatives involving i school leaders. The first: the report card. In other words there will be “an objective and transparent evaluation of individual performances based on defined and measurable objectives, allowing the recognition of performance pay based on the achievement of the assigned objectives”. And on this point the minister stepped forward by specifying that “the new evaluation model will be contained in a decree of the Ministerto be adopted with the due involvement of labor unions”. The second: a transitional rule, valid only for the next school year, to regulate the mobility of school managers, pending the entry into force of the newly signed Ccnl, will provide for the maximum increase (100%) of the percentage of places available for the benefit of the mobility of managers currently in roles.
