Deputy Franco Manes raised important questions regarding the legislative decree of the so-called “Superbonus”, currently under discussion in the Senate Finance Commission. His voice is raised not only in defense of citizens, but also to ensure fair and sustainable management of public resources.
One of the points of greatest concern concerns the possible obligation to defer the credits relating to the Superbonus over a period of ten years. This measure, announced by the Minister of Economy Giancarlo Giorgetti, raises fears regarding its possible retroactivity. Manes, with clarity and pragmatism, highlights the risk of administrative overload that such a provision could entail, especially considering the current difficulties of the technical and administrative apparatus of the Municipalities.
Another critical point highlighted by Manes concerns the alleged attribution of controls on construction sites to the Municipalities. This, in his opinion, could not only excessively burden the already fragile municipal structures, but also generate a situation of administrative overload, transforming mayors into true “last guardians” of policies which, although well intentioned, risk being managed in inefficient way.
The Deputy, with a prudent and proactive vision, suggests the need to adapt the provisions of the law to the reality and actual needs of the Municipalities, especially the smaller ones, which could find themselves in situations of greater difficulty in dealing with these new responsibilities. His voice, therefore, stands out as a call to responsibility and the need for careful and conscious management of public resources, in the interest of all citizens.
