Foggia, the Municipality is understaffed, and services are suffering

FOGGIA – It is enough to go to the registry office of the city hall on any day to come across a line of people on the verge of a nervous breakdown because the abnormal expectations and the Municipality staff, including the security guards, have to work hard and not a little to keep the situation under control. A scenario that has evidently also reached the municipal administration.

“We talk daily with the managers to find temporary solutions capable of giving answers to the people of Foggia on the services offered but, as already highlighted by the Commissioners before us, the Municipality of Foggia is absolutely understaffed. With the formalization of the exit from the Rebalancing Plan, we are working to start the competition procedures for new hires as soon as possible, but we must all be aware that the new entries will not be immediate”, underlines the Personnel Councilor of the Municipality of Foggia, Daniela Patano, after the latest complaints about the efficiency of the registry office service for issuing identity cards.

There are currently 516 employees present out of the 926 units envisaged by the workforce plan. An organic plant which, moreover, is lower in number than the population-employee ratio envisaged by a 2020 Decree of the Ministry of the Interior.

“The lack of staff – continues Patano – is one of the major difficulties we have been forced to deal with since the day we took office. A difficulty that affects all offices of the Administration transversally and which, despite us, affects the efficiency of the services offered to citizens. Difficulties that we contain, as far as possible, with the commitment and dedication of the officials on duty. The registry office is not exempt from these problems which we try to reduce to a minimum by optimizing the available resources. The centralized system for obtaining the electronic identity card, with online booking, is a tool that streamlines the procedure and partially reduces queues at the counters. A system that provides the possibility of obtaining the document in any Italian municipality and which – concludes the councilor – between the Easter holidays and the long spring holidays with the return to Foggia of many of our fellow citizens, may have generated some more problems”.

It is obviously a hypothesis that does not go in this direction. The problems arise regardless of the possible return to Foggia of fellow citizens who live elsewhere. An issue that must be addressed in any case at least to lighten the burden of some offices which are under pressure unlike others where they are more relaxed.
