‘Two months ago we were talking about the difficulties of the budgets of the Local Health Authorities of Modena and the province and the consequent cuts in staff. In recent days, the heavy findings of the Court of Auditors on the budgets of the Modena Local Health Authority have been made known. Evidently it is not true that it is all the fault of national underfunding, dramatic and culpable, as the regional health councilor Raffaele Donini replied to Action. Thus in a note the provincial commissioner of Action of Modena, Paolo Zanca.

‘The Court of Auditors in fact strongly highlights the organizational problems of Modena’s health services and an exaggerated and unjustified use of token doctors. We therefore have a situation in which on the one hand government underfunding is complained of, but on the other the already scarce resources are misused, to resort to outsourced care activities, whereas the specific and exclusive competence would instead be of the public body.

All to the detriment of the quality of the services provided but above all to the detriment of healthcare personnel who, after the enormous efforts made during Covid, see themselves overtaken in remuneration and quality of work by token operators, privileged for working hours and fewer responsibilities – continues Zanca – . We still wonder why doctors run away from public service? Medical and paramedical staff are stressed at unsustainable rates until they flee from the National Health Service to perhaps land in the cooperatives that provide their ‘valuable’ services to the NHS itself. All this by chance? It is particularly striking that the supply of token operators comes from cooperatives promptly created in response to the increased needs induced by the pandemic. Councilor Donini has already admitted that he was wrong on the subject, but it is not enough. The use of these external healthcare personnel is still widespread in Modena and the region. We therefore expect that the proclamations will turn into reality and that they will not instead be the fig leaf that hides what is the biggest business: the privatization of entire healthcare sectors. This time in favor no longer of the usual friendly entrepreneur ‘thirsty for profit’ but of so-called social cooperatives adhering to the reference centers.
