A center a few meters from the emergency room to relieve the latter of less serious cases. A Cau was also created in Cesenapart of the network of assistance and emergency centers designed by the Emilia-Romagna Region to provide local responses to urgent but not serious health problems (with doctors and nurses ready to welcome and assist patients with direct access).

The ribbon cuttingin the services plate of the Bufalini hospital, it happened this morning in the presence of the President of the Region Stefano Bonaccini, the mayor of Cesena Enzo Lattuca, the general director of the Romagna AUSL Tiziano Carradori, as well as a large number of directors of ASL districts and garrisons.

The Cau of Cesena, which came into operation immediately, is the fourth emergency assistance center in the Cesena area after the activation of those of Cesenatico, Saraceno Market and San Piero in Bagno.

It is located at ground floor of the Services Plate of the Bufalini hospital (piazzale Giommi, 140) and it is open seven days a week, for 12 hours (from 8am to 8pm), with direct access. It has a reserved entrance, in an existing outpatient area that has been renovated to adapt to the new uses, with better comfort for patients and staff. The new spaces include a large waiting room, a room dedicated to reception and acceptance, two clinics and an observation room. THE redevelopment workswith building and plant engineering interventions, they cost around 30 thousand euros (VAT excluded).

What the Cau do

The Cau guarantee, in addition to the services provided by Continuity of Care, also some non-complex services currently provided in first aid points or emergency rooms. In the most serious cases, patients are still diverted to the emergency room.

The visit and some diagnostic tests are free for all resident or assisted citizens of the Region, while for all others the visit costs 20 euros (to be paid to the doctor). Further specialist services, prescribed by the Cau doctor for diagnostic completion, are paid for by the patient with the relevant ticket, if due, taking into account the exemptions held.

In the Cau it is possible to carry out medical examinations, obtain certifications, pharmacological treatment as needed, prescription of therapies for new onset pathologies or essential therapies, minor surgical procedures (such as sutures or dressings), samples for laboratory investigations, decentralized analyses, instrumental investigations, electrocardiograms, radiological or ultrasound tests, post-treatment observations, activation of pathways and services to complete the diagnostic process.

Emergency room access data for low complexity codes

As mentioned, the Caus were designed to relieve emergency rooms from less serious cases. Access to the emergency room services of the ASL Romagna for low complexity codes (Whites and Greens) in 2022 they were 67 percent of the total accesses (310,874). The number is consistent with the trend of the previous four years. Of these, only 4.7 percent (14,909) resulted in hospitalizations. Identical percentages in 2023, when accesses for the White and Green color code were 331,506 (67 percent of the total accesses), while those requiring hospitalization were 15,921 (4.7 percent).

In the Cesena garrison there were 70,677 accesses in 2023, of which 43,418 (61 percent) with a White or Green code. Of these, only 3,048 cases became hospitalizations, equal to 4.3 percent.

The Cau in Romagna

With the cutting of the ribbon of the Cesena Cau, the new assistance and emergency centers active in the Romagna area rise to eleven. The Bellaria Cau will then come into operation on May 20th. The goal of the Romagna local health authority is to reach the opening of 21 Caus across the entire Romagna area by 2025.

From 18 December 2023 to 5 May, there were a total of 33,281 accesses to the active Caus in Romagna (of which 3,007 in the last week of the survey, from 28 April to 5 May): 5,932 in Cattolica; 4,600 in Cervia, 4,791 in Cesenatico, 8,012 at the Cmp of Ravenna, 1,797 in Mercato Saraceno, 801 in Novafeltria, 412 in Rimini, 569 in San Piero in Bagno, 5,915 in Santarcangelo and 452 in Santa Sofia.

The frame of reference

Regional Council resolution number 1206 of the 17th July 2023defines Assistance Centers (Cau) as belonging to the primary care healthcare network, despite their experimental nature. This is an application model of ministerial decree 77 of 2022 (of the Ministry of Health) for aspects relating to the continuity of care provided for in Community Homes.
