Superbonus 110: “I find myself with an unfinished house and debts to pay’

RC’s story, ‘As a citizen I feel cheated by the State’

VITERBO – “As a citizen I feel cheated, it is not normal that the State leaves citizens in certain conditions and without any certainty like this.” Talking is RC., a citizen of Tuscia who like many others at the time had decided to take advantage of the Super bonus 110, the tax relief provided for by law no. 77 of 2020. It was an opportunity because the law provided for a 110% deduction of expenses incurred for specific interventions aimed at energy efficiency and static consolidation and reducing the seismic risk of buildings.

As RC says, in 2022 he decided to take advantage of the Super bonus 110, observing the requirements and deadlines required by lawyet after years, he finds himself with the house reduced to a construction site and the work unfinished: “I started the work in 2022 deciding to use the 110, but the law changed and I managed to obtain a part of the credit assignment which came back to me. However, in November 2023 I faced my last credit transfer which was the most important, with an amount of 70,000 euros, where I finished part of the Sismabonus and started the Ecobonus. But while the Sismabonus was accepted by the bank, the Ecobonus, given that it was at the beginning, was not accepted because then the state was changing the laws; therefore, the bank protected itself and did not buy my ecobonus. So today I find myself with 70,000 euros of credits to sell, but according to the state I had to sell them by 4 April 2024″.

RC had in fact chosen the formula for the assignment of credit to the State to obtain the necessary liquidity to continue the work, then subsequently turning to a bank. What happened is now known history: from a certain point onwards the banks no longer agreed to purchase these tax credits because they would not have been able to deduct them in the 4 years expected due to the large number of credits already purchased. And so many Italian citizens, despite having complied with the regulatory requirements, found themselves with their homes reduced to a construction site and without the possibility of continuing the work.

“It is a difficult situation, it is not normal for the State to leave citizens like this, in certain conditions – continues RC – because then there are large companies that work and benefit from the transfer of credit, and we normal people who don’t have businesses are broke. Today I risk going to the abyss because I have the open financing due to the ecobonus, I can’t get the mortgage because the house needs to be finished so I can’t get the credit, I’ve run out of cash to be able to finish it and I have to pay the rent. The problem, however, is that I, like thousands of other people who have made plans and faced expenses, find ourselves with open loans that we cannot close, that we cannot finish the house, work started that cannot be finished, given that now the government is changing the cards on the table. Now thousands of people like me, who had made an investment, find themselves abandoned by the State. My only way now is to find a company or individual who can buy my credits, even if there is the possibility that I can only pay them at 60%, there is a lot of speculation behind it and those who lose out are the little ones. I want this message to reach everyone, I want it to be a denunciation and a protest towards the situation facing this country. We cannot continue like this.”
