Bathing season: starting on Saturday 11 May

FIUMICINO – Here we are, the bathing season is about to officially begin on the beaches of Fiumicino and the Municipality has issued the union ordinance which will be valid from 11 May to 22 September 2024.

In addition to the general provisions (ranging from the ban on abandoning waste, in the sea or on the beaches, on lighting fireworks, on transit on cliffs, etc.), the ordinance reiterates the criteria relating to the management of the beaches under concession: « The beach facilities are open to the public, with guaranteed assistance and rescue service, between 9.00am and 7.00pm”. Focus also on the accessibility of the beaches, recalling how the concessionaires have “the obligation to post specific signs indicating the visibility and accessibility to the sea for disabled people near the entrances or in any case in a clearly visible place”. Waste management, the reception of pets, the holding of sporting events and other points are then regulated. More in detail, the ordinance provides: «any limitations on bathing and/or other activities relating to the bathing facilities will be arranged with subsequent provisions in the areas in southern Fregene affected from time to time by the works for the construction of the soffit, according to the indications which will be provided by the Works Management; the dates referred to in the previous paragraph may vary in relation to the provisions on public health and safety of the Lazio Region and the competent national authorities; outside the bathing season it may be permitted to use the bathing facilities for the purposes referred to in the art. 15: “Deseasonalisation” of the Management Rules of the current Beach Use Plan, to which please refer, in the manner set out in art. 12 of this ordinance; the opening of the bathing facilities for the purpose referred to in the aforementioned paragraph 3 will also be permitted provided that the concessionaires provide clear communication to the users of the facilities, by means of suitable signage and any other appropriate means to be positioned inside the bathing facility, containing the notice (in at least three languages) regarding the absence of assistance and rescue services at sea”.

Regarding the use of the beaches: «The concessionaire will have to ensure the perfect maintenance of the concession areas and the body of water in front. The use of mechanical means, aimed exclusively at cleaning the beach, the creation of winter barriers no higher than 1.80 meters and the subsequent removal and leveling intended to restore the original state of the area without any addition of material, is subject to a simple communication from the concessionaires to the Municipality. The positioning of the aforementioned barriers, created to protect only the buildings of the bathing facilities, is permitted exclusively outside the bathing season – we read in the ordinance -. The remaining beach under concession and the sandy shore must in any case remain accessible without impediments and limitations. The resulting materials must be placed in special closed containers awaiting removal by municipal operators. In the concession areas falling within type 1 areas of the Coastal State Natural Reserve, where a dune system is present, mechanical cleaning of the areas is prohibited, and the use of mechanical vehicles is permitted only for loading operations of accumulated waste, without interfering with the dune area. On the beaches of the area it is always forbidden to: a) throw waste of any kind into the sea or leave waste of any kind in the cabins or on the beaches, as well as lighting fires or stoves and/or any other source of heat production by combustion on the beach; b) throw waste materials of any kind or origin into the sea or onto the beaches, including plant material possibly transported from the sea onto the shoreline; c) the lighting of fireworks, unless previously authorized in accordance with the law and in any case in the time slot from 9.00 pm to 11.00 pm. Any exceptions must be authorized and adequately justified. The competent municipal offices in the field of maritime state property will express their authorization upon request from a party accompanied by the favorable opinion of ENAC pursuant to the new art. 707 of the Navigation Code, without prejudice to the authorization of the Port Authority for the cases referred to in the art. 80 of the Navigation Code; d) place mooring buoys without specific permission; e) stop and/or transit on groynes, breakwaters or similar works placed to defend the coast. It is also forbidden to dive from the above works; f) move, hide or damage fixed or floating signs (signs, buoys, buoys, etc.) placed to protect public safety and health, including the indications and signs positioned by the Municipal Administration which affect the areas closed to bathing; g) carry out for-profit activities (e.g. fixed or itinerant trade, advertising, promotional activities, etc.) and organize events (fairs, sports competitions, shows, etc.) without the required authorization and/or authorization of the Municipal Maritime State Property Office for what concerns the occupation of maritime state property areas. The obligation to previously acquire any other authorization and/or concession that may be required by law remains unchanged; h) commercial activities, carried out on private property or on municipal/state land (not maritime), consisting of the rental of deckchairs, umbrellas, beach equipment, etc., also carry out the service of positioning the equipment itself on the beach; i) carry out beach services by commercial activities without a state maritime concession; j) the damage, eradication, collection and detention of dune plant species, as well as the trampling of dune areas, whether fenced or not; k) organize sporting events in areas included within the Roman Coast Reserve without the authorization of the competent municipal offices; l) cause damage to spontaneous flora and wild fauna with particular regard to the areas within the Roman Coast Reserve; m) place tents, caravans, campers and similar as well as camp; n) transit and/or park with any type of vehicle, with the exception of those indicated in the following paragraph; the parking ban is also extended to the state-owned areas behind it if traffic is obstructed or access to the sea or bathing establishments is prevented.” As regards waste management: «the door-to-door separate collection service at the beach activities under concession will be carried out according to the methods indicated with subsequent managerial determination of the Environmental Protection Area concerning the “summer plan – strengthening of the collection service door-to-door recycling for UNDs – we read again in the ordinance – In compliance with the provisions issued by the European Commission with Directive no. 5483/2019, in order to reduce and/or eliminate plastic waste, the main cause of pollution of the sea with harmful effects for both flora and fauna, the use of reusable or, if disposable, biodegradable containers is mandatory. In the general perspective of safeguarding public health and in the principle of “protecting the health of non-smokers” it is recommended not to smoke on the beach in the presence of children and pregnant women. Law no. 221 of 12/28/2015 also provides for sanctions for those who throw the butts of smoking products on the ground which must be placed in the containers of the undifferentiated fraction. Licensees who wish to provide areas specially equipped for smokers are required to equip these areas with containers for the collection of cigarette butts and smoking products”.

As regards the reception of pets, the ordinance states that: it is forbidden to lead or keep any animal on the beach, even if equipped with a regular muzzle and/or leash, including those used by photographers or videographers. Areas are excluded from this prohibition

authorized for administration, in which the access of pets may be allowed, at the owner’s discretion, in compliance with the provisions of the Manual of the Italian Federation of Public Businesses (FIPE). The following are excluded from the ban: a) rescue dog units on a leash accompanied by instructor personnel with a valid license issued by the competent administrations; b) dogs used for guarding duty for the period included in the closing time of the bathing facilities to the public; c) animals at the service of law enforcement agencies conducted within the scope and for the purposes of the respective institute activities; d) dogs to assist disabled people, as long as they are kept on a leash and are required to carry a muzzle with them.
