False certificates for the issue of nautical licenses, without the need to take the theoretical or practical exam: 37 people have settled before the Gup of the Court of Salerno, Pietro Indinnimeo, as part of the investigation which in July 2022 led to the arrest of a non-commissioned officer of the Port authorities, originally from Cava de’ Tirreni, already judged in the summary proceedings a year ago. The rest of the defendants agreed to sentences ranging from 5 months to 2 years in prison. Many have also provided compensation for the damage. The judge instead acquitted Daniele Portanova, former Napoli footballer, for not having committed the crime. At the end of the preliminary hearing, the trial was set for a couple of positions while, with an abbreviated sentence, a sentence of 5 months was issued. The charges contested, for various reasons, were false material in public documents and corruption.

The defendants were mostly residents ofthe Agro Nocerino, as well as in the rest of the region and in other Italian municipalities. It was the Salerno Harbor Office that conducted the investigation, which developed after the discovery of some anomalies during a routine check, in relation to the procedures for issuing licenses. Many of the episodes were confirmed, mainly in Salerno but also in Cava e Castellammare di Stabia, through telephone and environmental interceptions, as well as observation and shadowing services. The driving licenses issued by authentic printouts and registered upon initial inspection – according to the accusations – appeared to be regular. The same were then delivered in exchange for money: from 2 to 3 thousand euros. Much depended on the intermediary – some were accused of corruption – and on the qualification required. In the cases being examined by the prosecutor’s office, the type of license envisaged being able to navigate within 12 miles or without limits. The crime of forgery was committed with the signature in the release register for nautical documentation. Many qualifications were seized as well as money, for a total of 50 thousand euros, believed to be profit from corruption. The two intermediaries – between the non-commissioned officer and the individual clients – came from Cava and Castellammare (they too were sentenced in summary terms a year ago).

The first feedback from the judicial police was obtained, however, in 2021, thanks to the verification of registers and exam reports and driving licences, in relation to the position of the individual candidates’ files. The noncommissioned officer, however, was caught on video preparing and completing documentation for a series of candidates. The defense team included the lawyers Gregorio Sorrento, Francesco Vicidomini, Roberto Lanzi, Bernardina Russo, Stefania Pierro, Matteo Feccia, Giovanni Annunziata and Marco Senatore.
