Alternative sentences denied to inmates of the Mammagialla prison. This is supported by a group of inmates of the Viterbo prison, who wrote an open letter to the president of the court, Francesco Oddi, asking him to intervene on the supervisory magistrates so that they comply with the Constitution and the penitentiary system regarding alternative sentences.

“For years, supervisory magistrates have been adopting an attitude that is lenient and contrary to the application of the alternative measures provided for by the penitentiary system and by art. 27 of the Constitution”.

In no case, the prisoners underline, does the penitentiary system provide that in order to have an alternative measure, the bonus permits must be released first. “This is the way of operating of the supervisory magistrates of Viterbo – continues the letter – who refuse to grant alternative measures to prisoners, even though they are deserving and have undertaken a re-education path”.

Open letter to the president of the court to remind the supervisory magistrates to respect the rules

In this sense, the signatories of the letter underline the importance of “those very few educators and psychologists who, with so much effort and dedication, managed to bring all those prisoners who were not inclined to respect social life and the laws back onto the right path”.

“Unfortunately, their work is also nullified by the multiple rejections of the magistrates with often specious reasons”, add the prisoners, recalling how Mammagialla is an overcrowded institution with a shortage of penitentiary staff, where “many inmates convicted under art. 4-bis”, i.e. with very low penalties, who, as the law provides, “could benefit from a whole series of alternative penalties which however are never granted”.
