CATANIA – The issue is not new. If anything, it has been at sea since time immemorial. Numerous municipal properties cannot be rented to associations or bodies that request it because they are not in compliance with the Land Registry.

A story that recently resurfaced due to the intervention of the FdI group leader at Palazzo degli Elephants, Daniele Bottino: “The real estate assets of the Municipality of Catania must be valorised but above all used. Unfortunately, a high percentage of municipally owned properties are not registered in the land registry.”

A story that is unlikely to will untangle itself in a short time: “The Trantino administration is trying to accelerate this process, making enormous sacrifices to resolve this problem inherited from the past”.

Abandoned properties

“But in the meantime many properties are totally blocked – continues the leader of the patriots – because in these conditions they cannot be entrusted or rented and some of these are now vandalized and totally abandoned.
“Those who live in the area know that in the city there are hundreds of associations, cooperatives and entities that wish to have municipal properties in trust or on loan, which in some cases could also be redeveloped, using them for socially useful purposes”.

The proposal

However, Bottino launched his proposal: “We could rent many of our properties or lands to citizens and companies which currently do not bring any income to the institution. But all this often cannot be achieved because the properties must be registered in the register to be entrusted or rented and where this requirement is missing the possible regularization process involves costs both in economic terms and in terms of time”.

“Therefore it is necessary to urgently identify the properties which, depending on the conditions, the management could loan for use or rent. Subsequently, through public tenders, the loan or rental of the property may be granted, but the successful tenderer, before signing the final contract, will have to regularize the property with the land registry at his own expense”.

Bottino concludes: “This would relieve the municipality of important expenses, it would bring economy to our institution, it would streamline bureaucracy, but above all it would allow many entities to enjoy, redevelop and make our extraordinary real estate assets productive”.
