The revenue from port taxes and the collection of state fees for the ports of Naples, Salerno and Castellammare di Stabia are growing. Last April 30, the Management Committee of the Port System Authority (AdSP) of the Central Tyrrhenian Sea approved the final budget for the 2023 financial year, which closes with a current account financial surplus of 17 million euros, a deficit in the capital account of 23 million (due to investments with own funds), for an overall deficit of 6 million, which is covered with the administration surpluses of previous years. The income statement records a net profit of 5 million and a final cash balance of 448 million is recorded. This was announced by the structure led by president Andrea Annunziata.

The 2023 final balance of the Tirrenica AdSP records a port tax revenue of approximately 17 million, up 1 percent on 2023. State property fees have undergone a significant increase, equal to approximately 4 million more in revenue on 2023, mainly due to the Istat revaluation index, set for 2023 at approximately 25 percent.

A balance sheet that also takes into account the historical record of passenger traffic. In 2023, 8.36 million people passed through the docks of the ports of Naples, Salerno and Castellammare di Stabia, an increase of 9.1 percent compared to 2022, the highest number ever recorded. Of these 8.36 million, 1.73 million are cruise passengers, up 43.2 percent on 2022. As regards the general traffic trend, roughly in line with national port traffic, in 2023 the ports of Naples , Salerno and Castellammare di Stabia handled a total of around 31 million tonnes of goods, down by 3.5 percent.

The 2023 final balance approved by the Management Committee of the Tyrrhenian AdSP complies with the spending limitations introduced with the 2020 Finance Law art. 1 Paragraph 591, which places a spending restriction on the total expenditure for services: in accordance with the provisions of the art. 1 Paragraph 594 of law 27 December 2019, n. 160 the overall burden for 2023 to be paid to the state budget was equal to 876,114.80 euros.

A budget burdened by IRES on state property fees, taking into account that state property fees are, by relative presumption, taxable at 50 percent. A factor that accounted for 3.6 million between the 2022 balance and the 2023 advance. At present, the overall management of the institution is burdened by approximately 5 million from payments to the State due to the payment of cuts on consumption, IRES and, finally , of IRAP on the wage bill. Among the expenditures there are contributions to the port companies for fewer days worked: 665 thousand euros to the Compagnia Unica Lavoratori Portuali (Culp) of Naples and 189 thousand euros for the Culp of Salerno.

Finally, as regards capital account management, there was the attribution to the AdSP of financing from the National Recovery and Resilience Plan (PNRR), a complementary fund of which approximately 81 million will be collected in 2023 for the third tranche, while the amount already collected in 2021 and 2022 is equal to 159 million. The final administrative surplus for 2023 amounts to 106 million, on which there are restrictions on use for a total of 70 million, with an available surplus of 35 million.
