Mountain communities, yet another extension but this time it is “mini”

Yet another extension of the commissionership of the mountain communities of Molise. But this time it is a “mini” extension. The liquidation management was extended until June 30th by the council resolution approved yesterday (which was also the expiry day of the extension set for the end of December 2023).
The institutional reorganization of the mountain territory of Molise, foreseen by the 2020 regional stability law together with the overall one of the provisions regarding the delegation of functions and associated exercise, has not yet been completed. From the point of view of the reform, the preliminary document “admits”, there are no significant innovations. At the same time, the Roberti executive highlighted the “necessity, now indisputable, despite the consideration of objective difficulties relating to human resources, litigation, the registration and sale of goods, inter-municipal services, to start the process of completing of disposal, in a definitive and tangible way”.
A journey that began with law 22 of 2012. Involuntary irony, the title of the law from 12 years ago is “urgent provisions for the liquidation and extinction of mountain communities”…
The objective now is “to ensure the continuity of the commissioner’s management for the final time strictly necessary to carry out the pre-arranged and functional activities for the pursuit of the objectives of the regional legislator and activate the structured handover to the Exclusion Office delegated for the definitive conclusion of the processes” .
Since 1 January, as established by the decree of the President of the Region (who is responsible for designating the commissioners also in number), Carlo Perrella has been commissioner of the Fortore Molisano, Centro Pentria and Matese entities; Giovancarmine Mancini from Trigno Medio Biferno, Alto Molise, Cigno Valle Biferno and Trigno Monte Mauro; Pompilio Sciulli of the Volturno and Sannio entities; Alessandro Amoroso of the Molise Centrale mountain community (which also manages the Di Montagano landfill). Their assignments expired yesterday. After the council resolution which decided on the extension of the commissioner’s management, we await Roberti’s provision (or in any case its publication) which establishes who will do what until next June 30th.
