Piazza Garibaldi and hypogeum: work resumed, higher costs – Teramo

TERAMO. After a long stop, a variant appraisal approved by the council, the recalculation of costs and the review of the initial project, work restarts in Piazza Garibaldi. “Unforeseen and unpredictable” circumstances, as the mayor of Teramo defined them Gianguido D’Alberto, have caused a shift in times with the inevitable wake of inconvenience and controversy on the part of citizens and political forces. Yesterday morning the mayor wanted to give explanations to the problems that arose during construction and the design changes that became necessary in a press conference called inside the construction site and which opened with an apology to the city «for the slowdown that there has been and for the inconveniences that have been created”, began D’Alberto.
THE REASONS FOR THE DELAYS
«There were two factors that led to stopping the works, reviewing the project and the costs. The first is that of the water pipes and their waterproofing which required the start of a collaboration with Ruzzo Reti, whom I thank. The other factor instead concerns the systems of the superficial crown of the square: they were found seriously damaged during construction and therefore it is necessary to proceed with their total replacement”, explained the mayor, underlining how these two circumstances have led to a slowdown of the works and the need for a variant appraisal with consequent increase in the costs of the intervention as a whole. The redevelopment of the square and the hypogeum thus absorbed all the Pnrr Pnc earthquake funds foreseen for the largest area, i.e. the underground room with the underpasses and the entrance to the art gallery: 1.3 million euros. For these two lots, D’Alberto guaranteed, a request for financing has already been made to the commissioner structure and the economic needs amount to approximately 900 thousand euros.
TIMES AND MODIFICATIONS
Yesterday morning the works in Piazza Garibaldi resumed but the mayor preferred not to say too much about their conclusion: «We are aiming for quick times: the objective, as agreed with the company that is working, is to make the square fully usable again as soon as possible soon and then proceed with the other lots”, said D’Alberto, assuring that once the construction site has been completed, new asphalt will be laid across the entire square with funds from the administration. The variant assessment led to a modification of the project also from an aesthetic point of view: jets of water in the central part compatible with the room below; green and partly glass roof over the remains of the underground room; enhancement of lighting. «Everything, including the aesthetic part, has been structured in such a way as to be compatible with the problems of the square and in particular of the underground room. This obviously also required a discussion with the Superintendency, given the constraints that apply to this area”, concluded the mayor, thanking those who have worked on the project in recent months, starting with the former councilor for public works Giovanni Cavallari, now a regional councilor and whose delegation D’Alberto is keeping to himself for now while awaiting the council reshuffle which should take place in a couple of weeks. He is in pole position for the important department Marco Di Marcantoniogroup leader in the council of the Democratic Party.
