NAPLES – On the issue of the Development and Cohesion Funds to be allocated to Campania, a real political war is brewing between the regional government led by Vincenzo De Luca, and the Ministry in charge, the one for the South, so to speak, led by Raffaele Fitto. That the two were distant in an ideological sense was well known, but that they were also distant in a practical sense was unknown to many and sounded like an alarm bell for one of the ‘clockwork’ assaults on the Meloni government. But there is little to enjoy between the two litigants; indeed, those who pay the direct consequences are the citizens and territories of the region which, morally and technically, is the locomotive of the South. “It’s a real comedy of the absurd – comments the economist Gianni Lepre, advisor to Minister Sangiuliano with responsibility for Made in Italy – the people of Campania are the ones truly penalized by this surreal situation”. The well-known economist who, among other things, is president of the Networks and Productive Districts Commission of ODCEC Naples then continued: “Those who do not look at political color, in fact, do not care whether the Minister for the South Raffaele Fitto is right, or the President of the Region, Vincenzo De Luca, and it doesn’t even matter whether an administrative justice measure goes in the direction of the central institution or the territorial one. What matters is that the money reaches Campania and that, if possible, it arrives quickly.” It is not so much a question of industrial practicality, but of justice and truth which are the basis of the constitutional debate. On this the prof. Lepre points out: “In an era in which the resources to be invested are strategic, the more you have available, the better; every extra day that passes unnecessarily can damage the development policies of a territory”. The issue is much deeper than that, and obviously concerns those political dynamics that in the South of the country hinder the regular conduct of national politics. Obviously we are not talking about bureaucracy, but about electoral conveniences which recur with Swiss punctuality every five years. On this topic, the economist Lepre concluded: “Apart from ideological quarrels and objective or procured responsibilities, which leave the time they find, we ask ourselves if it is true that the delayed allocation of funds is blocking the construction sites and preventing the payment of the businesses in 280 municipalities in Campania. If this is the case, it is an unacceptable situation for which shared methods must be found to overcome critical issues that strongly call into question the economic development of the entire geographical area”.
