Unlike the rest of Italy, in fact, in Lombardy the territorial services, the Asst (Territorial socio-health companies), do not depend on the local health companies (ASL), which in the Region are called Health Protection Companies (ATS). A difference that was not taken into consideration by the reform and, apparently, not even by the subsequent, late ministerial and INPS circulars. Thus, while we wait for the usual databases to start communicating with each other, in particular that of INPS linked to the ADI platform (Siisl) and the New Health Information System (Nsis), the social and health services must certify the existence of the disadvantaged condition and the related treatment and assistance program, within sixty days through the service made available by INPS. That for the Lombard Asst it does not work, so operators cannot access the procedure and people are left waiting, perhaps turning to the Municipalities who cannot do anything because they operate on a different platform and already have their problems. “An example? Among the disadvantaged conditions there is gender violence, but i anti-violence centers who are in charge of the victims cannot attest to anything”, explains al Done a social worker from Lombardy.

With their hands tied, the Lombardy Asst decided to report the problem to the INPS last year March 29. And they are still waiting for directions. In the meantime, those who received the citizen’s income and now receive nothing are in disarray, with unpaid rent, overdue bills, as if the daily struggle with their personal disadvantage was not enough. The delays in the validation required from the local health authorities, as well as the blockade registered in Lombardy, are just the latest chapter in a long series of distortions that are taking away the only means of survival for many families. The ADI has halved the number of families in poverty receiving the subsidy. The same government forecast, the potential audience of 737 thousand families, in March saw just 590 thousand beneficiary families. Among the disadvantaged, as already written by Everyday occurrencemany homeless for whom the necessary registration in the registry office is proving to be an obstacle, as well as greater difficulty in accessing services capable of certifying the condition. But above all, the exclusion of the “employable”, so-called for the sole fact of not having elderly, minors, disabled or frail people in their household, and the lowering of the income threshold from 9,360 euros of income to 6 thousand euros from ADIhave abandoned hundreds of thousands of people to themselves.
