Palazzo Chigi, Conte stages the flash mob against differentiated autonomy

Overheated climate in the heart of Rome and politics. A delegation of deputies, senators and candidates for the European elections of the 5 Star Movement organized a short protest in front of Palazzo Chigi. During the break in the chamber’s work on Differentiated Autonomy, party leader Giuseppe Conte led a procession from Piazza di Pietra to Piazza Colonna. The group staged a flash mob and displayed signs against the bill and against the Meloni government. “No to autonomy, Italy will not split”, “With Giorgia you will split Italy”, “Giorgia from patriot to secessionist”: these are some of the phrases shown and chanted by those who participated in the initiative. “Italy is not splitting up”, declared the president of the M5S.

The general discussion began this morning in the Chamber of Deputies on the provision which aims to implement the differentiated autonomy of the regions with ordinary statute, as provided for by the art. 116, third paragraph, of the Italian Constitution. The provision, already approved by the Senate with significant changes compared to the original text proposed by the Government, has as its main objective the definition of the general principles for the attribution to the regions of further forms and particular conditions of autonomy, as well as the procedural methods for the approval of agreements between the State and a Region regarding differentiated autonomy. One of the central components of the bill is the definition of the essential levels of benefits (LEP), which represent the insurmountable core for guaranteeing the effectiveness of civil and social rights throughout the national territory and for providing benefits of a fundamental nature.

The identification of the LEP was subordinated to the prior determination of these levels, which represents a crucial step for the stipulation of agreements between the State and the individual Regions. The procedure for approving agreements is precisely regulated in the bill, providing for a negotiation between the Government and the requesting Region for the definition of a preliminary agreement outline, which is subsequently submitted for approval to the Council of Ministers and the Chambers. This is a complex process that involves different phases and institutional actors, in order to guarantee a transparent process that respects the prerogatives of all the parties involved. Another relevant aspect is the financial issue, which represents a crucial element in the implementation of Differentiated Autonomy.
