Create meeting opportunities with the territories, municipalities and companies that manage the integrated waste cycle, specifically the separate collection of packaging, to illustrate the benefits of the framework agreement Anci – Conai (National Packaging Consortium). With this objective the Anci – Conai territorial training seminarwhich was held on Monday 29 April in the Falcone e Borsellino room of the Province of Perugia building.

It is important because it allows administrators to be trained to encourage them to make this type of agreement, which is useful in terms of reimbursement within the tariff. But not only. The role that administrators and municipalities have is to promote and communicate this type of agreement to citizens in such a way that recycling and separate waste collection are also fundamental elements for the protection of our environment”.

In addition to Ranieri, Antonino Ruggiano, president of Auri (Umbrian waste and water authority) Umbria, Enzo Tonzani, president of the College of surveyors and graduate surveyors of the province of Perugia, and the councilor of the Municipality of Perugia with delegation to the public works, infrastructure and environment.

“There is little that is institutional in waste management and this seminar is an important opportunity to start thinking. In 5 years from now in Umbria we must do what Europe asks of us on this issue by working on reuse, recycling and obtaining energy from it. What cannot be done within the maximum limit must be set aside but in a minimum percentage. We must have courage and in this context Conai’s experience is fundamental”said the president of Auri Umbria.

“This seminar – he also reiterated Carmelina Cicchiellohead of the Anci heritage, housing policies, state property and integrated waste cycle department, who coordinated the work – it is an opportunity to listen but, at the same time, to provide information and training on some topics such as that of the Anci – Conai agreement, signed by the National Association of Municipalities with the National Packaging Consortium and which promotes information throughout the territory on the opportunities inherent in this agreement. The one in Perugia is only the first of the planned meetings. Others will be promoted and organized to continue these moments of in-depth analysis and exchange of information”.

After the initial greetings, Simona Carini and Francesco Iacotucci they illustrated the framework agreement (the available resources, the tenders for the Municipalities, the general principles and the technical annexes related to bioplastic, steel and aluminium) and talked about: European and Italian regulations on waste management; waste regulation; door-to-door collection at a punctual rate; waste collection: results and innovation. The seminar was organized by Anci, Anci Umbria, Conai with the patronage of the College of surveyors and graduate surveyors of the province of Perugia.

Anci – Conai framework agreement

The Anci – Conai framework agreement is the instrument, already envisaged by the Ronchi Decree of 1997 and then by Legislative Decree 152/06, through which the consortium system guarantees Italian Municipalities coverage of the costs incurred for separate waste collection of packaging. It consists of a general part which reports the principles and general application methods valid from 1 January 2020 (Anci – Conai Framework Agreement 2020-2024), and of technical annexes, one for each material, which govern the agreements that each Municipality, directly or through a third party, can sign up with each Supply Chain Consortium. The conventions of the framework agreement are a possibility for the Municipalities, not an obligation, by virtue of the subsidiary nature of the consortium system and the characteristics of the Framework Agreement itself.

Operationally, each Municipality that has activated the separate collection of packaging waste of a material, by signing the relevant agreement, undertakes to deliver the packaging waste to the Supply Chain Consortium, according to the methods reported in the relevant technical annex. At the same time, the Supply Chain Consortium undertakes to collect the material and guarantee its subsequent recycling. The Supply Chain Consortium also undertakes to guarantee the recognition of fees, which vary depending on the quantity and quality of the material delivered, which constitute the costs of separate waste collection.
