Basilicata, new public support for the energy efficiency of homes: the proposals

The secretary of Feneal Uil Basilicata shares what Bankitalia hopes for encouraging a new season for energy efficiency of properties to the families most in difficulty, starting with the two million in energy poverty.

He claims Lombardi:

For avoid the distortions of the 110 bonus new public support for energy efficiency must neutralize the impact on public finances as much as possible.

A first step could be to establish a state fund for public residential housing, which would cover not only the costs of the interventions, but also their planning.

For the other categories of properties, a mix of tools will be used, which includes a form of ownership participation, to limit moral hazard risks and the interventions will also be modulated on the basis of the financial characteristics of the owners of the property.

Among the possibilities are green mortgages, now offered by many banks and financed upstream by institutions such as the European Investment Bank.

To facilitate access, the recognition of tax breaks or public guarantees would be appropriate.

Another more innovative path could be that (already implemented in several European countries) of bill charging schemes which, thanks to the intervention of the company that supplies energy, allow the consumer to finance efficiency works with the savings achieved on the supply.

A system which, as with green mortgages, is based on a public-private partnership and which requires ad hoc legislation.

Evidently all these forms of intervention and coordination require public resources.

The government can get them from European funds such as the Social Fund or Repower Eu.

Without neglecting the benefits that the multiplier effect of the construction sector generates on the country’s economic system”.
