«Last week we sent our proposals for updating and integrating the draft Sustainable Mobility Urban Plan. We have divided them into two blocks: one of a strategic nature and another of a programmatic-executive nature, identifying some concrete actions that can be planned and implemented in the coming years.”

«Our strategic observations – continues the note – suggest:

– the implementation of a public transport plan (high frequency journeys and ecological vehicles);

– the creation of new pedestrian areas and limited traffic areas;

– the use of tactical urban planning with the creation of areas for meeting and relaxing, play areas, reading areas, sports areas, using horizontal signs, colored benches and other elements of street furniture;

– the implementation of an efficient and safe cycle and pedestrian bus network, with the aim of interconnecting the suburbs, centre, school complexes, production and recreational areas;

– the development of intermodality (peripheral interchange car parks);

– the creation of safe shelters for bicycles and electric charging stations for ecological vehicles;

– the adoption of incentive mechanisms for the purchase and use of bikes, including electric ones;

– the creation of an integrated monitoring system for road infrastructure and local public transport, with sensors and video surveillance devices for road traffic and the traffic light network;

– the creation of atmospheric monitoring systems for detecting the quantity of fine dust in the air.

Concretely, we suggested these actions to the Administration:

– the progressive creation over the next five years of differentiated urban mobility rings with pedestrianized historic centre, city center in the green belt in ZTL mode, peripheral and coastal areas with reduced car mobility;

– the immediate testing of the ZTL for the western coast in the summer period (May-September);

– the creation of 3 “park & ​​rides” with shuttle service over the next five years. We propose the Conca dei Monaci car park, the market area, the Sant’Andrea area (with the creation of a parking area under the responsibility of private individuals who will be able to build in the area as part of the expansion forecasts of the new PUG);

– the expansion of the surface of “school roads” over the next three years, closing the roads around schools for a radius of 200 meters and structurally identifying a maximum speed of 30 km/h in that radius;

– the pedestrianization of via XXIV Maggio and the closure of the Palazzuolo area to vehicular traffic;

– the creation, in order to connect the Eastern coast to the Murgia area, of the pedestrian cycle path already designed and proposed by Pro Natura Bisceglie to the region and municipality;

– the completion of the north-south cycle path (from Trani towards Molfetta crossing the city), with the closure of the coastal stretch of Via Capitini to vehicular traffic, inspired by the restoration project of the cycle path that goes from the Bi-Marmi area to the Ripalta Caves , already presented by Pro Natura;

– the creation of the east-west cycle axis (from the S. Andrea area towards the city centre) with an intersection near the station with the construction of an underpass or pedestrian-cycle bridge that connects S. Andrea and the city centre;

– the creation of the smart control room over the next five years for the control and monitoring of critical urban mobility systems;

– free installation by ARPA Puglia of mobile air pollution monitoring units.

“We hope – states Arena di Libera il Futuro – that this phase of opening the PUMS to the contribution of citizens and associations does not represent a mere formal exercise of participation on the part of the Administration. The fate of the observations to the PUG, on which there has been no feedback after almost a year, does not represent a reassuring precedent”.

Sasso from Pro Natura echoes him: “We too have encountered considerable difficulties in communicating with the Administration and the technicians, so much so that our observations on the municipal coastal plan and on the city’s environmental emergencies were not accepted, however we believe that our contribution is dutiful and necessary as environmental sustainability is one of the criteria for the drafting of the PUMS”.
