Stadium-clinic paid for by the Region? It can not be done. The rest is in Bandecchi’s hands

TERNI – We are seriously worried: is the mayor of Terni, our hero Bandecchi, starting to give empty shots?
Never be. Even a hypothesis of this kind must be avoided. Again, in many months, he has done almost nothing for Terni and is also late with the planters. So he must be clear-headed and – if we’re not asking too much – give his councilors’ windscreen wipers a polish too.
The last theme of comparison is well known. But after a few scattered statements, we fear the worst.
Doesn’t the mayor really want the mayor’s strong point, the clinic stadium, to be paid for by the Region? No, definitely not.
The mayor certainly knows it: it can’t be done.

If the councilor “Maggi is coming after April” who declared he wanted to make the agreement had made a mistake – which one? with who? when? -, it wouldn’t be a bad thing: the one in charge is Scipione the Livornese. There is no discussion.
So, let’s put personal cases aside and discuss: Terni deserves a new stadium and the Umbria Region, to rebalance the situation between Perugia and Terni, has authorized beds to create a clinic and rightly so. It hasn’t rained so far.
Good: now the Municipality must decide. He has been doing this for 4 months. He’s not doing it.
Terni and all of Umbria are waiting for a sign. Not idle declarations (Is Unicusano the clinic? Is Ternana the stadium? And is the grandmother in the wheelbarrow the Eiffel Tower?).
Mayor, stop delaying. Only those.
Tell me if there is a private individual who advances the money for the construction of the stadium and the clinic, naturally without demanding a prior agreement with the Region for accreditation or agreement, because, if an agreement of this kind were ascertained, precise type of crime.
Accreditation and agreement follow the completion of the work, after evaluation by the competent local health authority. Full stop.
By the way, Mr Mayor, there would be another problem: if that private individual were you, directly in the role of the entrepreneur or Unicusano that you founded, you could end up in that tangle of potential conflicts of interest. Maybe he should resign as mayor. Who knows. We are going to guess in this dark forest, but let him think about it.
To help you with your reflection, let’s try to take it a step further. Suppose you think of using the national law on stadiums. No problem: find someone who will build the stadium with the clinic, advance the money and finance the two projects. And she, immediately, bless him.
In truth, accredited technicians maintain that the rumored 53 million will never be enough, some think almost double. But if you find someone, go ahead without hesitation and let the citizens of Terni know, those who still believe you and those who are waiting for the moment when they will see their bills cleared, as heard during the election campaign.
If instead – as it seems to some ill-thinking people – the possibilities of making the stadium would be zero, but there would only be applicants for the clinic, then remember the rules above: no accreditation or agreement unless after careful reconnaissance by the ASL, only when the work is finished.
In short: this stuff cannot be done at the expense of the Region. If there are those who, in the dim light of Terni, are moving and waving in pursuit of personal projects, shed light, Mr Mayor. But above all, avoid making yourself look like a sleeping beauty in the woods of unachievable resolutions. It doesn’t suit her. The specter of another flop from his council would hover again.
