Tari increases arriving in all the municipalities of Umbria, the mayors: “It’s not our fault”

Complaints about the Tari increases – in some municipalities even of over 10% – have already arrived with the first approvals of the budgets, but now the Umbrian mayors are teaming up and, in over 70, they are letting citizens know that the increases are not their fault . They do so with an open letter signed by around seventy Italian bands of various political orientations.

Below is the text of the speech.

“The new calculation system, introduced in 2017, frees mayors from any power to intervene in the financial plans of the waste collection and disposal service. Before the reform, the cost of the service was set in advance on the basis of a negotiation between the municipality and the operator in accordance with the provisions of the contract. Local authorities, therefore, were able to influence tariffs and control them, also by modulating and making the service more efficient.

Today, however, the cost of the service is determined in the final balance based on the costs incurred by the manager according to the parameters set by ARERA, the regulatory authority for energy and waste. Mayors only have the role of collecting the fee from citizens according to what others have decided. There is no room for intervention: the municipality is obliged to approve the financial plans in the city council in order to pay the bill and not create holes in the budget for which, moreover, the mayor and the municipal administration would be called upon to respond personally. Furthermore, the law requires that the cost of the service be covered exclusively with the proceeds of the tariff, therefore – even if they wanted – the municipalities could not put their own resources (which, in any case, they do not have) to sterilize the increases.

We are very concerned about this continuous increase in tariffs. We believe it is urgent to rethink this system which betrays the principle of “he who pollutes the most pays the most”. The commitment of citizens and administrations in waste separation, in addition to guaranteeing the protection of the environment, should also lead to the reduction of tariffs. Instead, the ARERA tariff method for the two-year period 2024-2025 will lead to an increase in tariffs, largely due to the increase in costs of the previous two years, which in some cases will even be higher than 10% per year. An increase which, it is worth specifying, will concern all the municipalities of Umbria”.
