“The waste tax shock that affects elderly people and families in Umbria is going unnoticed.” This was reported by the general secretary of Uil Umbria, Maurizio Molinari and the general secretary of Uilp, Elisa Leonardi.

“Auri, the Umbria Waste and Water Authority, has recently communicated to the Municipalities the increases to be applied to the waste tax for families and businesses in 2024: ranging from 5% to 9%. These increases would be due to the recovery of inflation costs incurred by the service managers in the two-year period 2022/2023, and defined according to AURI with the calculation method provided by the National Regulatory Authority for Energy, Networks and the Environment (ARERA). If that is the reason, it should be highlighted that already in 2023 the Municipalities had revised their economic-financial plans for the waste service to include the increased costs due to inflation, and Umbrian families had to cover those costs with further tariff increases. Now the question arises again and always with the same motivation – say Molinari and Leonardi – Everything was decided by the AURI and the Assembly of Mayors without any prior discussion with the social partners. A comparison that is not even present in the preparation of the new economic-financial plans for 2024. The figures are now known and the increases are close to double digits. Perugia is among the highest, but many Municipalities are aligning themselves with that position, ignoring the serious economic conditions faced by Umbrian families and businesses and how these new increases will make these conditions even more critical”.

“This way of operating by Bodies and Municipalities is wrong – say Molinari and Leonardi – in contempt of the principles of discussion and consultation on economic and tariff maneuvers which have a heavy impact on family budgets. We want waste PEFs (economic-financial plans) to be discussed with the unions before their approval. We need to build a municipal budget together, with the aim of taking into account the needs of even the weakest. We want the excessively high cost of the waste service to be compared with its quality, which is not always equally high. We want the Municipalities to tell us if and how much they are doing to rationalize the service and contain its costs; what stage is the fight against tariff evasion, how many economic resources have been recovered and whether they are being used to contain tariff increases; what they are doing to encourage separate waste collection and reduce waste production; because the efforts of families and businesses in differentiating and reducing waste production do not lead to a reduction in the cost of the service as they have always advertised; because in many Municipalities the division of the cost of the service between domestic and non-domestic users continues to significantly penalize families. We therefore urge the municipal councils to monitor in the citizens’ interest the correct and efficient provision of the urban hygiene service and not to deal with the PEF and the new waste tariffs before there has been consultation with the local social forces”.
