On April 18, 2024 the council group of the Democratic Party presented to the City Council a resolution in which he asked the suspension of the construction process of a new detention pavilion at our prison. It is, as is known, an expansion project of the Ferrara prison consisting, in fact, in the creation of a new pavilion within the area already occupied by the institute.
The news appeared in the local newspapers a few days ago that such resolution was rejected.
Already in the pastour Criminal Chamber and our Prison Observatory had expressed their doubts about this project. The expansion is in fact planned on the green area which is currently used, within intramural treatment programs, for cultivation and careby common prisoners, of the gardens present there, which will therefore inevitably be removed from this activity.
There prison reality which already offers, even in our local context, few opportunities for paid work within the institute and provides for a small number of prisoners admitted to external work, it could have called for different interventions and more careful reflection on the identification of the area to be allocated to the new pavilion.
Furthermore, as regards the organizational aspects of the project, to date there are no mirroring interventions are planned to strengthen canteen servicesOf penitentiary healthcare and of all those treatment services already provided for a number of prisoners in excess of the capacity limits allowed. And this strengthening, at present, does not appear to be hypothesized even for the staff of the Penitentiary Police, already affected by shortages not overcome by the arrival of sixteen new officers at the beginning of 2023, however compensated by the departure of another eight staff.
Finally, our association takes the opportunity to once again underline how the office of the Guarantor of persons deprived of liberty, despite the approval of the new municipal regulation, is still today guilty vacantresulting in a clear worsening of the already difficult situation within our prison institution.
