The Rummo it is among the first hospital structures which, for some years now, has begun to draw on a wide range of medical personnel from the rankings of the specialists, even reaching a recruitment of young doctors of just under 100 units, and aiming to stabilize them indefinitely. An initiative, that of the hospital company which, in light of the new decree envisaged by the Pnrr, strengthens the position of the hospital and consolidates that of the young doctors. «Our orientation – says the general director Maria Morgante – for the use, we would say intensive, of medical specialists, was substantially dictated by the ever-present principle of making a virtue of necessity. Let’s not forget that Campania is still heavily penalized by those 10 years of commissionership which blocked turnover and actually caused a serious, further impoverishment of the workforce, especially of doctors and nurses. The Region has managed to eliminate the debt but even today there are certification delays which slow down the objective of being able to act in a normal regime”.

THE LAW

«The legislative provision that allows us to keep specialists in the ward is definitely good news together with the rule that facilitates their entry into the Health Service outside the training network – Morgante points out -. In our humble opinion, however, the use of these professional figures cannot accommodate the current need to remedy the gaps in assistance. It is essential that ward employment is integrated with measures that remove the risk of repealing the training of trainees by law. Today we have a little more oxygen to deal with the very serious shortage of personnel: data from official sources testify that regions which are far less populous than Campania, and they are all regions of the North and the Centre, have many more doctors and nurses compared to us. However, we must consider this condition literally “provisional”, without falling into the trap of “provisional” which in Italy often becomes synonymous with “definitive”. «In other words – the manager concludes her reasoning -, it is essential that the spending cap on healthcare personnel is released, compensating for too many mistakes of the past. Think of “historical spending” as a criterion for quantifying and distributing resources with a more equitable allocation of funds to the Regions, Campania in the lead, which have so far been most penalized”.

THE SITUATION

Before this amendment, the fixed-term employment contract provided for a maximum duration of 18 months, during which the young doctor had the obligation to obtain the title of specialist. Now the 18 month limit has been abolished, with enormous advantages for the level of services provided. In fact, the inclusion of a young doctor within a department, with an employee contract, guarantees better continuity of care for patients which, however, is not ensured by resorting to other formulas. The city hospital has never used paid doctors but is resorting to agreements with other healthcare and hospital facilities in the regional territory to guarantee work shifts in some departments in which it has not yet been possible to complete the staffing. The doctor who is hired, first on a fixed-term basis and then on a permanent basis, receives a structured salary which is convenient for the company and guarantees the stability of the services. «It is important – explains Guido Quici, national president of the Cimo Fesmed confederation – to facilitate entry into the structures of the National Health Service for specialists outside the training network. As a federation we hope for the launch of a serious reform which cannot be limited only to entry but must aim at completing their training in the field to ensure young doctors with adequate guarantees and protections also from a medico-legal point of view. For this reason, we fully share the idea of ​​a “hospital-school” that guarantees the new generations that on-the-job training that is often missing during the entire university training cycle.” Six out of eight participants were admitted to the competition for the permanent position of medical director of child neuropsychiatry. A few months after the general withdrawal from the competition, the hospital tries again and starts a new competition process. In mid-November, in fact, at the Child Neuropsychiatry competition the 7 admitted had decided not to show up to take the tests for which, currently, the department, on the third floor of the San Pio pavilion, intended to provide an initial classification of the minor who reaches consultation, uses only the help of a psychologist manager.
