Genoa – The Port System Authority of Genoa and Savona asks the Ministry of Transport for the possibility of further expanding its workforce, moving from the current 355 authorized positions to the future 386 starting from 1 July.

Authorized positions: which is different from talking about actual staff, which in any case has grown significantly in recent years, going from 274 people in 2022 to 312 currently in service.

In 2006 the then Port Authority of Genoa had 238 people on staff, of which 24 are redundant: in 18 years the organisation’s staff has almost doubled, with the modest contribution due to the incorporation of the Savona Authority in 2016, which accounts for around 20% of the total resources.

However, is explained in the documentation of the resolution for the expansion of the staff brought to the Management Committee at the beginning of this week, it should be considered that especially since 2018 Palazzo San Giorgio has literally changed its skin, absorbing or having to activate a series of functions that the institution did not support.

If for example still in 2013 the Authority had several workers still coming from the pre-1994 era, when the then autonomous Consortium had an impressive workforce employed on the docks, today’s Consortium is increasingly an entity with complex planning functions, passed by a number of engineers from the 8% in 2017 to what is now almost 15% of the workforce.

The reorganization of the organic plant foresees starting this summer some important news. First of all, the creation of a specialist staff dedicated to tenders, contracts and investee companies, “also with particular regard to the procedural aspects of agreements and agreements linked to the execution of port and extra-port works”.

Also the territorial office of Savona (in short, the former Port Authority) is destined to grow, with the creation of new services within it, one for the management of state property and security, the other with technical expertise on works, systems and maintenance.

For the new Race Staff and the two services in Savona, three new management positions will be created. Restructuring is instead planned in the services of the Technical Directorate (which has lost 13 people from the Extraordinary Program Staff since 1 January 2022), in those of the Personnel, Organization and General Affairs Directorate and in those of the Budget, Finance and Control Directorate. However, no mention is made of the Planning Directorate, which has remained at 29 units since 2018.

In total, the Authority, whose maximum authorized staff is currently 335 people compared to 312 in actual staff plus 14 hires by the end of the year (therefore 326 people) is therefore looking for 51 new professional figures compared to the current authorized staffing plan: in addition to the three managers of which above, 10 level A executives, the same number of first level employees and the same number of third level employees; five level B executives and 13 second level employees, for an estimated annual expenditure of approximately three million euros.

Since 2018, the organization has hired 180 people with the departure of 131. The new growth in staff, if authorized by the ministry, will be included and codified within the Integrated Organizational Activity Plan (Piao) in force until 2026. The resolution specifies that these are not whims of the palace. In Genoa, the extraordinary 3 billion euro program started in 2018, the new breakwater and Suburban Tunnel are all works directed by the mayor-commissioner Marco Bucci, but in all three cases the management of areas and logistics is the responsibility of the Authority , having to mediate with the builders, the interfered dealers, the organization of traffic and safety despite the construction sites.

Savona is also involved with the Vado Dam and road works, while the Pnrr works continue on both ports (starting from the Green Ports tender). All this while the challenge of the new port master plan is underway and the entry into the powers of the Savona-Vado Cable Car Authority, which falls under the competence of commissioner Paolo Piacenza.
