“A real problem: the home is a right to be protectedhow to manage the accommodation available for private rental, how to encourage access to purchasing a first home, how to direct policies towards student accommodation”. Gianni Squarzanti, candidate on the list + Ferrara in Europa and Psi, spoke on the topic , in support of Anna Zonari.

“In Ferrara – continued Squarzanti – the public housing units are owned by the Municipality and are assigned via ranking and managed by Acer. To date there are 3380 units managed by Acer, but of these approximately 800 equal to 25/100 are not it can be assigned because it requires substantial maintenance work to make it habitable; we do not want the public housing stock to decrease drastically over the years and it is necessary that the institutions, starting from the State, but also including the Region and the Municipality, finance the maintenance. The latest ranking for the assignment of ERP housing records 913 applications, but only just over 100 families will have accommodation”.

Squarzanti added that “the private rental market in Ferrara must continue to encourage rental contracts with agreed rent as a tool that through tax incentives for the benefit of the owners keeps the market calm keeping rental costs sustainable from family incomes heavily eroded by rising energy costs. Access to purchasing a first home must be an opportunity for everyone and especially for young people and young couples; promoting access to credit at subsidized rates or promoting incentives with non-repayable contributions represents the way to facilitate access to purchasing”.

Particular attention is then paid “to the many off-site university students who attend our faculties and need to find accommodation. In context, an incentive policy through implementation in disbursements of scholarships together with the creation of student residences, it represents a solution to be proposed to our university”, without forgetting that “a citizen is truly a citizen if he can participate in public life and contribute to the representation of the city’s problems and to the identification and sharing of solutions”.

Hence the consideration that “this instrument of democracy was in the past guaranteed by the constituencies which represented the territorial institution closest to citizenship. The abolition of constituencies in municipalities with a population of less than 250 thousand inhabitants, provided for by the 2010 financial law and by law 42/2010 represented a political error and one of the reasons why people have increasingly abandoned the exercise of the right to vote”, and in the hope of “resuming contact with people by finding forms of involvement similar to constituencies“.
