Photovoltaic bonus 2024, requirements change. And Sicily?

The photovoltaic bonus it’s a incentive which offers an endowment of 200 million euros for the two-year period 2024-2025. It is regulated by the Ministerial Decree published in the Official Journal last year November 8 and the financing is divided among all Regions.

It aims to incentivize and facilitate the installation of photovoltaic panels, especially in view of the need to pursue the green transition. A contribution designed for those who could not afford to install these panels. Furthermore, at the same time, less wealthy families will also be able to lower their energy bills. The Ministerial Decree for the 2024 disbursements it has established very precise rules to benefit from the funds allocated for energy income. This is a contribution on a regional basis and sees the Southern Regions as protagonists (SicilySardinia, Calabria, Abruzzo, Basilicata, Campania, Puglia and Molise) to which the80% of the appropriations.

Furthermore, the credit cannot be cumulated with other forms of benefits (state, regional or European), such as the Ecobonus. It is necessary to have residence within the Region in which the contribution is requested and the right to self-consumption is also guaranteed, which means that the beneficiary family unit can keep 100% of the energy produced for itself.

And Sicily? In reality, for our Region the tender has been suspended (CLICK HERE). An infinite story, that of implementing regulation on photovoltaicswho apparently hasn’t seen a point yet.

After the approval of the councilor’s decree, with the criteria and methods for the provision of the contribution for the photovoltaic systemsi, and the subsequent executive decree approving the allocated funds, the publication of the notice in the Official Journal was awaited. But the December 4, 2023 a short text was published on the Department of Energy page “we inform you that the announcement addressed to resident natural persons in Sicily, for the purchase and installation of photovoltaic systems with accumulation it was temporarily suspended“. The reason? The withdrawal of the procedure would be linked to various reasons, among these there is the further need to identify other beneficiaries by expanding the pool of participants and, at the same time, with additional requirements. These are issues related to the residence of those interested in requesting the contribution, probably involving either the obligation to purchase the photovoltaic plus the storage, or, again, proceeding with the purchase of both things separately.

Definitely a photovoltaic system has its advantages and the regional government aims to promote the production of electricity from renewable sources in the territory, therefore in some way developing new forms of energy efficiency and at the same time reducing consumption. The main objective is to promote self-consumption, maximize local energy consumption and reduce energy costs.

How does it work?

As we had already said (CLICK HERE) the financing for energy income beneficiaries can go up to a maximum of 11,000 euros for each system installed but may vary depending on the region in which you reside. The percentage of expenditure covered by the contribution, therefore, changes based on the size of the system and the family’s energy needs.

On average, a 3 kW photovoltaic system with storage costs around 15,000 euros. Therefore, benefiting from the expected contributions, the installation of smaller systems is practically free, while for larger systems, capable of satisfying the entire needs of a family, the incentive would only partially cover the costs. The sums come paid only at the end of the works, or only after the beneficiary submits the request for the balance using the appropriate forms which are attached to the notice and only after the positive outcome of the checks and controls carried out by the Region.

How to request the bonus?

To benefit from the energy income you must fill in and upload your form request on the GSE platform (Energy Services Manager), who will manage the request. Once the application has been accepted, the beneficiary will have to sign a GSE agreement which also provides for the exchange of electricity produced on site, self-consumption and the transfer of credits accrued to the Region’s GSE.

Now for the Sicily we need to wait for the issues to be resolved to be taken stock to give a certain answer to those who exploit renewable energy and intend to invest in the photovoltaic field.
