Terni, Taric increase: here are the 2024 tariffs for domestic and non-domestic users

Maxi decides for the approval of the Taric tariffs (there is also another act involved for two articles of the modified municipal regulation) in Terni, here we are. The end of April is around the corner and Monday is the day of discussion – usually quite heated on the topic – in the third commission from 8.15 and then in the city council from 10: after Auri’s green light regarding the increase in the 2024 PEF for a +2.39% compared to 2023, all the increases for domestic and non-domestic users are now known. The economic-financial plan considering the deductions is worth 23.7 million euros, most of which for variable costs (13.6 million) and the remainder for fixed costs (just over 10 million). However, citizens are interested in much more.

First of all, there are two data points to take into account: the tariff reductions for disadvantaged users are worth an allocation for a maximum amount of 250 thousand euros – the municipal regulation provides for this – and a large part concerns families with a minimum income (80% for a amount of 200 thousand euros). Then people with disabilities (11%, 28 thousand euros) and large families (9%, 21 thousand euros). Then the 100 thousand euros for the waste management and disposal service for the areas of the Marmore waterfall (lower and upper viewpoint) to cover the extra costs for the tourist flow. As regards the distribution of costs, the situation does not change: for fixed ones there is 37.50% for domestic users and 62.50% for non-domestic ones, for variable ones 57% is paid by domestic users. In Terni – an estimate for now – the 2023 separate waste collection is 77.5%. Fine, but what does it actually mean?

Palazzo Spada approved the Taric tariffs developed by the manager (RTI with Asm-Cns), calculated as usual on the basis of the economic-financial plan with criteria established by the 2020 municipal regulation (then modified several times). «The total fixed costs to be covered with the fixed quota and basic variable quota tariffs would be equal to 25.4 million euros», we read in the document for the tariff simulation sent by ASM to the Municipality with signature of the managing director Tiziana Buonfiglio and of the person responsible for the tariff Alessandro Catalani. A figure that drops because there are a series of deductions for the 100 thousand euros of the cascade, 659 thousand euros paid only by users who have exceeded the minimum contributions due to inaccurate collection and 676 thousand euros as an estimate of recovery of the total or partial for lower surfaces. Therefore the definitive total is 24 million: «It is possible to verify – Buonfiglio and Catalani always explain – how, compared to 2023, by applying the Qf (fixed) and Qvb (variable) tariffs the annual expenditure varies by a maximum of 7 euros». For non-domestic users, however, we are talking about 8 euros in relation to a typical user with a 40-litre container for unsorted waste and a surface area of ​​120 m2. The reasoning? «The simulation represented, among the possible scenarios considered, favors – as agreed – the containment of spending on domestic users». In any case, the billed tariff will not go beyond the figure approved at Auri (23.7 million) to be paid by the users. We get to the point.

In the diagram it can be seen that the increase for domestic users is a maximum of 1.9% for families with six or more people (434 in total). For the rest there is a +0.1% for those who live alone (16,659 users) and little by little very small increases for the remaining cases. The increase for non-domestic workers is necessarily more substantial: the fixed quota for all is +0.6% compared to 2023, the variable one registers +4.7%. «The update of the PEF (2024-2025) approved by Auri – we read in the report by the environmental manager Paolo Grigioni – shows a limited growth in total tariff revenues (equal to 2.39%), lower than the inflation rate planned and well below the tariff growth limit (2.7%). The increase recorded is well below the average increase recorded at sub-area level. Further margins for improving the efficiency of the service would make it possible to achieve reductions in the total tariff in the coming years; a reduction from PEF of 0.1% is expected as early as 2025″. There is a relevant passage in the long general preliminary document: «In future PEFs Asm Terni SpA will have to recover the credits that will become uncollectible following the failure of the recovery actions. To date, the credits recorded in the company’s balance sheet, relating to the previous management of the tax, amount to 14,961,858 euros, to which are added 2 million relating to the years 2019 and 2020 which have not yet been recovered in the concomitant request for management rebalancing; of these credits, a part equal to 4,701,631 euros have already become uncollectible”. Then there are the improvement measures.

Focus also on the strategic lines to be developed: «Increase in separate waste collection – Grigioni always writes – with actions to be carried out also in specific sectors of intervention (e.g. extension into public areas, cemetery areas, parks and tourist sites); improvement of the quality of separated waste fractions, already at production by users, both domestic and non-domestic, through targeted user awareness campaigns; fight against the phenomenon of abandonments, the management of which increases the operator’s operating costs and costs for waste disposal, which are generally undifferentiated, and fight against Tari tax evasion and strengthening of the credit recovery system, also with a view to containing the quotas of bad debts which increase the PEF”. The budget councilor Michela Bordoni and the director of the single municipal revenue office management Claudio Carbone sign, while the person responsible for the procedure is the highly qualified position Giulia Scosta.

Comparison coming, Buonfiglio and Rossi called up

The person who comes forward on the topic in advance is the group leader of the Democratic Party Francesco Filipponi: «In one of the next city council sessions we will discuss the economic and financial plan relating to Taric 2024, while awaiting the related payment notices to citizens. And it is unfortunately easy to see on the basis of the Auri resolution, an average increase on the 2023 notices or a tariff change of +2.39%. If we compare the 2024 amount with the 2018 Tari of Terni, i.e. the one in force with the centre-left administration, we arrive at increases in six years that are close to 40%. With the validity – the memory – of the same area competition, the center-left managed to lower the then Tari for the year 2018 by 6%. The centre-left itself has in fact always believed in the goodness of door-to-door waste collection, after introducing it. Thanks to the savings due to separate waste collection which in Terni had already reached 75% in 2018, domestic users, compared to 2017, paid 6.66% less, non-domestic users 6.40%. The reduction was possible due to a saving of 2 million 826 thousand on the costs of the urban waste collection, transport and delivery service carried out by Asm. The punctual tariff everywhere has the aim of rewarding virtuous behavior with reductions thanks to the lower production of waste and the resources produced by the recycling of secondary raw materials which reduce the tariffs, in Terni the increases also affect those who do not reach the minimum number of waste disposal undifferentiated. The changes introduced by the centre-right amendment to the regulation for the management of urban waste in the Municipality of Terni approved with dcc 67/2020 have produced nothing in terms of cost containment, with respect to the application of regulatory updates and harmonization with the Taric regulation approved with dcc 296/2020 and amendments (proposal dated 16 December 2022). It is clear – concludes the 37 year old – that the mechanism is unfair and does not reward those who differentiate. At the city council we will make our assessments and make proposals to protect citizens.” It will be discussed in the classroom. Buonfiglio herself and the director of Auri Giuseppe Rossi were also called to the third commission on Monday at 8.15am to talk about it.
