Perugia, ok to the waste outbreak: increases of between 7 and 8% for families and businesses

On average seven percent for families and eight percent for economic activities. The Tari increases in Perugia will amount to this much for 2024, while for 2025 it will be necessary to understand what consequences the new calculation method that Arera (the National Regulatory Authority for energy, networks and the environment) is preparing will produce. The tariffs were approved on Wednesday morning (eight votes in favour, five against) by the Budget Commission during what was the last session of the council. The definitive green light will arrive from the council on Monday.

The calculations As explained by Annalisa Maccarelli, head of the Tari office in Gesenu, for 30 percent of domestic users the bills will fluctuate between a slight decrease – five euros – and an increase of the same amount; for another 60 percent, however, the increases will range from 30 to 35 euros, “so for 90 percent of users – you said – the increases will be mild”. According to Maccarelli, taking into account inflation (the main cause of the further increase in the Tari), “in 2024 for a family of three people living in one hundred square meters the tariff is lower than in 2014”. The problem is that salaries have not grown at the same pace in the last decade, especially in a region which on this front pays a significant gap compared to the country average.

What changes According to calculations between 2020 and 2024 for the “classic” family of three people living in 100 square meters the Tari went from 370 to 422 euros, for four people in 120 square meters from 454 to 500 euros; for two people in 80 square meters from 292 to 349 euros; for a single person in 55 square meters it goes from 142 to 199 euros. In addition to Budget Councilor Cristina Bertinelli, the session was also attended by the manager Stefano Baldoni, who for 2024 spoke of average increases for families of 6.96 percent, while for “non-domestic users”, i.e. for economic, the increase is 7.7 percent.

Narrow path Both Bertinelli and Baldoni explained that Comune and Gesenu move along a very narrow path with reduced maneuvering capabilities. In fact, Arera establishes the calculation method and “therefore there is no possibility of having an impact”. To date, the tariff is calculated on the basis of what was established by a decree of the President of the Republic in 1999; However, in the autumn the Authority should publish a new method for next year: «We’ll see – commented Maccarelli – but I think it will be brutally arithmetic». The Gesenu representative also underlined that compared to the past, i.e. compared to the times of Tarsu, things have changed: «At the time – she recalled – part of the costs were covered by the tariff, with the Municipalities putting the rest according to the availability; then the system changed dramatically: everything is regulated at a national level, with us and the administration only having to deal with it in the end.”

The criticisms However, the Municipality could have done something for the opposition. Speaking about the further increases, the dem Erika Borghesi spoke of a «worrying fact for families who are increasingly in difficulty and whose salaries have remained stagnant. What has been done politically in the last ten years to reduce costs? Where is the promised punctual tariff? Francesca Tizi of the M5S then spoke of «yet another increase without an improvement in the service. The punctual tariff was promptly not implemented.” «This council – says Antonio Donato, municipal coordinator of the M5S – wanted to flaunt the management of the Municipality as if it were a company whose work is aimed at producing profits, but the reality is very different. And here the citizens find themselves with a dizzying increase in the Tari. All this despite Mayor Romizi’s electoral promises written, in black and white, in the 2019-2024 mandate program where he committed to reducing the Tari by at least 10 percent”.
