A “ruin” with 6 residential units in via Linguiti in Aversa transformed into a modern building with 19 apartments. The investigation by the Naples North Prosecutor’s Office revolves around a 6 million euro real estate deal which culminated yesterday with the arrest of eight people and with another five under investigation at large. The manager of the municipal technical office of Aversa Raffaele Serpico, the municipal surveyor Geppino Minale, the entrepreneurs Alfonso and Yari Cecere, father and son, ended up in handcuffs on charges of corruption, forgery and abuse of office. Four other party technicians arrested with them. To obtain favors in the City Hall, the gears had to be well oiled. The modus operandi was as follows: entrepreneurs in the construction sector, with the intermediation of technicians and professionals, bribed public officials to obtain building permits quickly and without having to comply with current regulations. Public officials, in exchange for money or other benefits, falsified deeds, suppressed documents and overcame the problems inherent in the investigation of building permits. In some cases, entrepreneurs built residential complexes without prior development and in violation of urban planning regulations. It was also documented that a professional, in the capacity of party technician and in the absence of any working relationship, established with the Municipality of Aversa, in order to quickly obtain building permits, took care of all the the procedures pending at the office, so as to eliminate the significant existing backlog. Roberto Romano intervenes on the professional’s untitled presence in the UTC and attacks the then mayor Alfonso Golia. “In my capacity as president of the municipal council I had already recommended to the mayor, the general secretary of the Municipality and the managers of all areas (see Romano’s letter below, ed.) to be vigilant to avoid the presence of unauthorized people who went to the inside the offices in violation of privacy and the most basic rules and laws that protect the defense of documents. This is due – concludes Romano – for the love of truth and to underline that today those who say they never suspected that there was some anomaly within the common mind are knowing they are lying. In particular, the mayor cannot justify himself by saying “I don’t think so, I didn’t know, I didn’t know”.
