Solemn celebration on Monday morning for the 164th° anniversary of the foundation of the Local Police of the Municipality of Cremona, which took place in the city council hall in the presence of all the civil, religious, military and police authorities of the area. A moment of great impact, which was also an opportunity to make known the work data of the last 10 years: 6,621 road accidents detected, 28 thousand people checked while driving, 447,288 high fines, 76,558 license points reduced, 5,373 foot patrols, 7 thousand checks in parks, 2,645 markets, 20,858 pupils involved in road safety education activities. These are just some of the numbers that distinguish the body’s activity.
The morning was opened by the commander’s speech, after the performance of the Italian anthem by some musicians from the Cremona Conservatory, Luca Iubiniwhich highlighted the great work done by the body in recent years“keeping a high level of control over nightlife” but also “acting resolutely in the fight against environmental crimes, especially towards those who abandon waste.” Because an unseemly area is perceived as unsafe.”
Among other things, the officer underlined, “reading in the annals of the history of the Italian Local Police, ours appears to be one of the commands with the most ancient history, some previous experience seems to be able to date back to a few years earlier than ours that is, in 1852 in Tuscany. It is clear that we are talking about a temporally sidereal distance: society and the city have undergone profound changes, a profound evolution”.
And the work of the Cremona command is based on continuous renewal, which in these 10 years has been committed to many fronts: “traffic police, including both the branch that deals with traffic controls and the part that deals with deals with accidents”. In this regard, “the daily service at the schools when pupils enter and leave is fundamental”.
Fundamental, for the commander, is theimplementation of controls with better management “thanks to the use of technology. I am referring to digital systems that allow the Agent on the street to carry out a whole series of operations without having to contact the Operations Center with a clear streamlining of timing, as well as equipment mounted on service vehicles that allow in real time to verify, among ‘otherwise, whether the vehicles that pass each other on the road are covered by the required insurance or have passed the technical screening of the mandatory inspection”.
Also noteworthy is “the commitment of the Command during civil protection emergencies, especially linked to extraordinary and extreme atmospheric events”. For Iubini, however, “the main asset of the Local Police is the ability to dialogue with and on the territory, but also proximity actions, listening, protection of the most vulnerable”. In this regard, relevant is “the activity that our judicial police unit carries out on the topic of gender victimization in conjunction and in close synergy with the network created on the topic”.
The councilor’s speech was very moving Barbara Manfredini, which confirmed “the commitment to hire, in 2024, six new agents and two officers”. The councilor also reiterated the “great attention to the video surveillance system”, which allows for widespread control of the territory.
For the councilor, “proximity is above all listening to the requests of citizens both directly and through reports received through messages, telephone calls or e-mails”. In this regard, in these 10 years there have been many “activities undertaken to respond to the requests of individuals, groups, neighborhoods and associations”.
The collaboration between citizens and local police, said the councilor, “is consolidated with the exercise of good practices, attention to the common good, respect for the rules, urban decorum which can guarantee social liveability, the sense of community and urban security.
The people of Cremona feel safer when the police are in the neighborhoods and in the historic centre, and take care of the fragility of the elderly and children, in front of schools, when they intervene in the management of traffic, mobility and parking. When they protect consumers to ensure the rules in trade, in safeguarding the environment and building control against illegal construction, in enforcing public spaces, even with the many events that the city offers”.
Emotion also in the words of the mayor, Gianluca Galimberti, who wanted to thank “all the people, men and women, who are part of the local police”. With some quotes in particular, such as the former commander, Pierluigi Sforza, the current one, Iubini, and councilor Manfredini. But thanks also went to “the new arrivals, the young people, who are committed to this work”. The mayor reiterated the importance of the work of the Local Police, which is based “on a very important book: the Constitution”, committing itself “to protecting rights and enforcing duties”.
THE AWARDS
At the end of the celebration, after a musical interlude, with the transcription of the first movement of the Serenade in G major K 525, universally known as Eine kleine Nachtmusik, by WA Mozart, again performed by the students of the “Claudio Monteverdi” Conservatory, the ceremony continued with the awarding of commendations for particular commitment and results in service activities.
– The prefect Corrado Conforto Galli and the mayor Gianluca Galimberti presented the recognition to the deputy commissioner Alessandro Guarnerito the experienced superintendent Daniele Faiolito people Riccardo Chioda and to the agent Andrea Politi “For the professionalism, support and great empathy provided during assistance to a person in difficulty in October 2023, preventing an extreme gesture”.
– The commissioner Michele Davide Sinigaglia and the mayor Gianluca Galimberti to the assistant Claudio Barbierito the chosen agent Luca Pegorari and to the agent Sebastiano De Luca “For the excellent service carried out in December 2023 in the circumstance of an act of vandalism in the city centre, demonstrating investigative acumen, knowledge of the area and the dynamics of the youth world, leading to the identification of those responsible”.
– Mayor Gianluca Galimberti, Security Councilor Barbara Manfredini and Commander Luca Iubini in turn presented the recognition to the expert assistant Francesco Pisciotta “For the investigative acumen demonstrated in October 2023 during an investigation aimed at identifying a person responsible for attempted robbery, threats and injuries”.
And then words of praise were delivered for the particular commitment and result in service activities:

-to the expert assistant Federico Antoniolito the chosen agent Roberto Maffezzoni and to the agent Nicoletta Scalabrini “For having conducted a targeted investigative activity in May 2023 aimed at identifying the person responsible for the collision of a pedestrian, who fled without providing assistance”;
– to the chosen agent Luca Pegorari and to the agent Riccardo Chioda “For the ability demonstrated during the investigations for the reconstruction of a serious accident which led to the complaint of the person responsible in June 2023”;
– to the experienced superintendent Maurizio Dilda and to the superintendent Angela Spotti “For the specific skills developed within the Operations Centre, demonstrating a work of fundamental support to external agents, as well as interlocution with users in difficulty” (the recognition was withdrawn by Chief Commissioner Nicola Bruneri as the officer in charge of the Operations Center of the Command).
– to the chosen assistant Ilario Udeschini and to the agent Lorenzo Gaggia “For having acted with determination and in aid of healthcare workers to contain a person in a state of psychophysical alteration in October 2023”.
The ceremony concluded with the delivery by the lady Ilaria Mantovaniin memory of his father, a local police officer Caesarof a book voucher for the student’s excellent academic progress Mattia Lodigianigranddaughter of the experienced superintendent Patrizia Rampi (this recognition is in fact reserved for deserving students and relatives of members of the Local Police Force).
Once the ceremony in the Municipality was over, Councilor Manfredini, Commander Iubini with an escort of officers in full uniform, with the Corps Banner present, went to the Cemetery for the traditional laying of a laurel wreath at the monument in memory of the officers.
