“For the right which has made black politics its trademark, Marsciano is a suitable area for the construction of the new incinerator. But we don’t want incinerators either in Marsciano or in Umbria, we want hospitals that work.” Marsciano says no to the construction of the new incinerator in the Middle Tiber Valley. This was reiterated by the mayoral candidate of the Progressive Alliance coalition, Michele Morettiin the press conference called by the Progressives for Marsciano list to reiterate the total opposition to the waste plan presented by the Tesei council and in particular the bill which in fact intends to eliminate the minimum objectives of separate waste collection to create the conditions for the creation of the new incineration plant for 180 thousand tons of waste.

“But we know that such small plants are not economically sustainable – said the regional councilor and coordinator of the M5S Umbria, Thomas De Luca – imagine tens of thousands of trucks arriving in this area every year to bring waste to be burned. Imagine the impact on air quality and in environmental terms. Go and see the opinions expressed by the centre-right municipalities: the common thread is always the same, they say yes to the new incinerator but not to their home. A continuous game of mirrors between the mayor of Todi Ruggiano and the mayor Mele who, as president of the CAL, voted positively for the opinion of the Waste Plan which identifies Marsciano as a suitable area”.

Citizens and committees present who are mobilizing. On 4 May the M5S will present its alternative waste plan in Marsciano. “It is essential that the mayors of the progressive camp oppose this madness. We want the center of virtuous policies in Umbria – added De Luca – we will present an amendment in the commission to remove the proposal and insert the increase in the minimum limit of separate waste collection from 40% to 70%. The world is moving towards virtuous policies, the circular economy, recycling and reuse”

The legislative proposal presented by the regional council having as its object “Regional integrated waste management plan – PRGIR. Procedures for the awarding of services referred to in article 16 of regional law 13 May 2009 n. 11 (Regulations for the integrated management of waste and the remediation of polluted areas)” effectively takes Umbria back 30 years with the request to repeal the minimum threshold of 40% of separate waste collection. It’s like sending a clear message to the managing entity that will present its offer in the tender by telling him: ‘you have free hands, we guarantee a waste flow and it won’t be the virtuous behavior of the municipalities that puts your profits at risk. A tombstone on the virtuous policies of the municipal administrations which are not lacking given that in Umbria there are municipalities that reach 90% of separate waste collection.

The candidate for mayor of Marsciano Michele Moretti: “We don’t want the new incinerator in Marsciano and we don’t want it in Umbria. There has always been ambiguity about this from our municipal administration. Our territory has always pushed the accelerator when it comes to separate waste collection, even house by house. The direction is to raise the ceiling of waste separation, not remove it. We must move towards an economy that virtuously closes the waste cycle and also has interesting impacts on craftsmanship and industry. Health and waste management go hand in hand.”

The Honorable Emma Pavanelli recalled 15 years of battles on the environmental issue: “The incinerator goes against every policy in line with the European directives which are leading us towards the reduction of the production of waste, single-use plastics and packaging. We have the highest recycling rate in Europe for glass and aluminium, less so for plastic. And we have the highest rate of companies that recycle and create new products with secondary raw materials. We are no longer talking about waste but about precious materials. The Region must implement an industrial plan that creates a virtuous cycle of proximity and jobs.”

Michele Capoccia, candidate of the Progressives list for Marsciano for Michele Moretti mayor: “Here is the right-wing relaunch plan in Umbria: remove services from the public and put them in private hands, destroy healthcare, increase the production of waste destined for incineration. A purely ideological attitude that will lead to the population decreasing.”
