(PressMoliLaz) Campobasso, 20 Apr 24 The Campobasso City Council has approved the “Municipal Regulation for the governance of the localization processes of mobile telephony, telecommunications, sound and television broadcasting systems”.
The Regulation, one of the few (or perhaps the only one) that implements the provisions of Regional Law no. 20 of 10 August 2006, is among the objectives that the municipal administration had set itself to finally provide the Municipality of Campobasso with an indispensable planning document, which has come to the end of a long and detailed work
programming put in place by the Council and the Council, through the competent Commissions, and carried out thanks to the substantial contribution of the municipal technicians, to whom a due thank goes.
We proceeded by developing a very careful preliminary study aimed at reconciling the legitimate need of the operators to be guaranteed a satisfactory level of radio coverage of the anthropic territory, balancing it however with the equally legitimate expectation of the citizens and the municipal administration to see the right to radio protected. minimization of impacts on the population and landscape, as the law in various forms provides.
In order to verify the levels of electromagnetic pollution that can be recorded in the area in the vicinity of sensitive places (school buildings, libraries, oratories, playgrounds, etc.), a survey campaign of radio frequency electromagnetic fields was carried out in autumn 2023 , in correspondence with the places considered most “sensitive” or “close to the plants” in the municipal area.
This study highlighted how in none of the monitored sites was the presence of electromagnetic fields higher than the legal limits detected, and how the fields detected have fortunately – to date – almost everywhere been kept below the reassuring threshold of 1.5 volts/meter. Values ​​therefore generally very low, which allow us not to have to worry about the impacts on the entire community at the moment.
The regulatory device of the Plan translates into a zoning map of the territory, which is divided into 4 types of areas, identifying “prohibited” areas, “inappropriate” areas, “suitable with conditions” areas and “suitable” areas without conditions.
In addition, a further 15 sites defined as “recommended” have been identified, selected on public properties (or accessible to the public) within portions of the territory previously classified as “suitable” and therefore considered to represent the most effective balance between the different needs in the field ( radio coverage and minimization of impacts), as well as an industrial area, called “attraction” in accordance with the law.
For installations that are in a position deemed prohibited or inappropriate according to the criteria adopted by the planning just concluded, only ordinary maintenance will be allowed, with a ban on any form of technological development or enhancement, vice versa encouraging the managers to delocalize them to more suitable and suitable areas.

In particular, the removal of all equipment present on the Monforte Castle on the date of entry into force of this Regulation, which contributes to disfiguring its image as a historic building and symbolic monument of the city, will be encouraged and pursued.
