The technicians of the Prevention Department of ASL Roma 5 are on a war footing due to the unilateral change in working hours and availability due to the small number of staff.

This was announced by the FP CGIL Territorial Manager Aldo Capobianchi and the FP CGIL Coordinator Maurizio Cistaro in a note addressed tothe Extraordinary Commissioner Silvia Cavalli, to the Administrative Director Filippo Coiro, to the Health Director Franco Cortellessa, tol Director of the prevention department Giuseppe Muratore, as well as the Director of the Professions Department Luigia Carboni and the Head of Trade Union Relations Vincenzo Romeo.

In the note, the trade unionists announce a meeting attended by the Prevention Department staff at the General Management headquarters in via Acquaregna for next Tuesday 23 April from 11am to 3pm: on the agenda, the rrequest for staff hiring and revocation of the service order on the unilateral modification of the working hours and availability of the Prevention Department staff decided without discussion with the trade unions.

In the note, the CGIL managers denounce the serious shortage of personnel.

“From data provided by the Department of Professions – we read in the note – the shortage of prevention technicians alone amounts to over 20 units (the Region in a recent note even speaks of a shortage of 40 units for the ASL Roma 5) this does not currently allow for the hypothesis of a 7.12 hour shift on two overlapping shifts and the opening of activities on 12 hours.

Given the hiring freeze and the extension of the territory to be controlled, the hourly changes imposed for daily coverage of the service may lead to a reduction in the quality and quantity of the services provided to guarantee the safety and control of the activities and services (with the risk of failure to achieve the LEAs), therefore distribute the staff to also guarantee the afternoon shifts, it would only reduce the number of staff on duty in the morning with inevitable repercussions and reductions in work activity”.

“The working hours carried out by the Prevention Technicians of the various Services – Capobianchi and Cistaro continue – it must have its own specificity not comparable to standard type shifts welfare, in fact work activity, shifts and hours (supervision, judicial police investigations, opinions, etc.) must necessarily be carried out with two operators in compliance with anti-corruption regulations and regional provisions, and taking into account the opening times of companies, bodies and activities subject to control and supervision. inspection.

The shift with the timetable based on the short week and only two weekly returns with subsequent application of availability, in the presence of a serious shortage of staff has allowed us to respond to the operational needs of the Prevention Department to date, albeit with difficulty.

It should also be underlined that just a few months ago the on-call shifts were significantly reduced, to bring them within the contractual limits, through the contribution and availability of all workers, despite the persistent and notable staff shortages.

Therefore it is proposed in waiting for hiring to maintain the shift with only two weekly returns and cover the rest of the time with the activation of prompt availability given that the CCNL does not prohibit afternoon availability but establishes that “The Ready availability is limited normally to night shifts and public holidays”.

Alternatively we propose the 7.12 am shift with afternoon coverage through the use of departmental funds as happens in numerous other local health authorities and the use of on-call availability for night or holiday shifts.

We remain available for the overall assessment of the prompt availability carried out in the company by the staff of the various professions.

Finally, we ask you to communicate the quantification and possible use of the funds deriving from the revenues of Legislative Decree 758 and from the other activities carried out by the Prevention Department since 2020″.
