A meeting took place today on the recommendation of the vice-president and provincial councilor for Education, between the leaders of the Education and Culture Department and the school unions, on the topic of the extraordinary competition for qualifications and exams of secondary school teaching staff. From the union information on the data relating to members, a low participation emerged, not in line with the number of eligible aspirants, as from the analysis carried out by the competent Department itself, for which the provincial councilor said she was sorry.
The vice president indicated that it was necessary to introduce possession of the qualification as an access requirement, unlike what was requested by the trade unions, as it was not possible to apply the rule approved last July by the Provincial Council without a prior agreement with the Ministry of Education and Merit. This would have constituted a risk in terms of recognition of the qualifying title. In fact, the competence relating to teaching qualification systems remains exclusively with the Ministry, for which, moreover, with the adoption of the relevant implementing decrees, the new reform has come into force which provides for obtaining the qualification with the acquisition of the expected training credits.

However, compared to the two procedures already underway, it was highlighted that participation consistent with expectations and almost in line with needs, which is decreasing this year compared to previous years, has been consolidated. These are the competition for primary schools (including foreign language places, Montessori and support) and the competition for the support of first and second level secondary schools.
In an overall overview, it was recalled that the competition for 77 school laboratory assistant hires is also underway, for which the number of participants is such as to guarantee all scheduled permanent hires. On the teaching staff front, the analysis of three-year needs has been completed and information will be provided to the trade unions shortly.
From a constructive perspective, the councilor confirms that after the appointment of the teaching staff, the competent structure will submit the three-year competition planning, which will necessarily have to take into account the timing of the qualifying university courses and accompany the hiring with the relevant competitions , in line with the issuing of qualifications.
In light of the trade union discussion and considering the timescales for obtaining the title linked to the first qualifying courses, which will not end before next year, the vice president also said she was open to evaluating a transitional competitive solution, which accompanies the training system and recruitment with procedures also aimed at those who are enrolled in the qualifying courses and are obtaining or will soon obtain the qualification.
