PALERMO – A “certain and objective” impossibility of achieving the objectives of the rebalancing plan and a municipality, that of Palermo, which once again finds itself “at the starting point”. There is an alarm in Palazzo delle Aquile, where the Tributes area led by manager Maria Mandalà finds itself having to deal, for the second time in six months, with an “escape” of officials who should help in the fight against tax evasion.

On the run towards Asp

These are employees placed in a ranking of the ASP of Palermo and hired by the Municipality with a three-year contract, renewable but still for a fixed term. The prospect, thanks to a national law, is that of stabilization but in the meantime for some the call has arrived, this time for an indefinite period, from the administration they belong to and so the former have begun to prefer the health company.

A script that repeats itself

A legitimate choice but one that puts Piazza Pretoria in crisis which, after having trained the bureaucrats, finds itself having to call others to start from scratch. A script which is not even new: already last October it happened that nine officials, hired temporarily by the Municipality, opted for the Asp.

The manager thus took pen to paper again: “For the second time – writes Mandalà – we are witnessing the professional demise of the officials drawn from the ASP ranking, trained with considerable effort by the Taxes area and invited to undergo medical examinations to sign the permanent contract at the administration to which he belongs, to which two officials who have not yet been replaced have already passed”.

The fight against tax evasion is in the balance

And to say that the fight against tax evasion is a very hot front not only due to the record numbers of those who evade taxes in the Sicilian capital, with the Tari paid by just two out of three Palermitans, but above all because the greater collections are essential to respect the rebalancing plan that the fifth largest city in Italy has agreed with the State to avoid default.

“It is superfluous to represent the extreme institutional discouragement – ​​continues Mandalà’s note – of helplessly witnessing, once again, the return to the starting point and the certain and objective impossibility of achieving the objectives for the rebalancing plan”. A dose reinforced by the Accountant General Bohuslav Basile in another letter: “It is noted as of now – writes the Accountant – that any failure to actually achieve the objectives set out in the rebalancing plan is certainly likely to have repercussions on the economic-financial situation of the Municipality”. “It is hoped that the active administration will take all relevant measures, none excluded, so that adequate operational levels of the tax offices are restored”, concludes Basile.

Falzone: “The selection notice will be coming soon”

“We are making every effort to find the right solutions and not lose any more staff – explains a LiveSicily the Personnel Councilor Dario Falzone -. These are 20 officials hired on a fixed-term basis, drawing on an ASP ranking, for the recovery of unpaid taxes and a rule will allow us to have them on a permanent contract even before 36 months. We have received an opinion from the Civil Service which confirmed that Palermo will be able to make use of this option and I have already signed the council resolution which will establish the criteria for the public selection notice that will need to be carried out. These are necessary times, we respect everyone’s personal choices and already in May we will scroll through the ranking to replace the two people who have left our administration”.
