Trapani, over 14 million euros are needed for Villa Rosina

Mortgage from the Municipality of Trapani or European fund.

Either one or the other, the important thing is to find the money and in a reasonable time.

14 and a half million are needed to finance the redevelopment works of the Villa Rosina district where, in some areas, the water and sewerage network is missing.

And funding was discussed at the European Union Commission at the ARS, a hearing chaired by parliamentarian Sunseri and requested by the M5S MP from Trapani, Cristina Ciminnisi, vice-president of the Commission “Examination of the activities of the European Union”.

Present at the session were the mayor of Trapani Giacomo Tranchida, the engineer Orazio Amenta, the honorable Giuseppe Bica and Dario Safina, the representatives of the Villa Rosina Committee.

Here’s what happened

There are two projects for the urbanization of Villa Rosina. One of 5.5 million euros and the other of 8.5 million, presented by the municipal administration in May and December 2023.

The financing strategy was discussed in the EU Commission at Ars.

We are aiming for Development and Cohesion Funds.

A viable route identified by MP Cristina Ciminnisi, both because it involves urban rehabilitation and redevelopment interventions and because it can be accessed quickly.

The proposal found wide consensus because it would avoid the risk of the Sicilian Region falling foul of the European Union, due to the percentage of areas that are still not urbanized and therefore also at risk of environmental pollution.

Sicily, in fact, holds the sad record of lack of connections to the urban network and the case of Villa Rosina, where many areas do not have one, has a negative impact.

The financial strategy proposed by the EU Commission also aims to identify a path for the Municipality of Trapani that does not involve competition notices or notices.

We are therefore aiming for direct financing.

The session, however, ended with a stalemate, with the proposal remaining on the table. In fact, the absence of a representative of the Infrastructure Department has had an impact, causing quite a few reactions.

Hence, the mayor’s proposal for the Municipality of Trapani to take charge of a mortgage, a practicable proposal with the budgets in order.

The reactions

Giacomo Tranchida, mayor of Trapani: “I have taken the liberty, not withholding applause for the bipartisan initiative of the Trapani delegation, to reiterate that in the absence of a positive response from the regional planning and therefore from the Regional Government I will be forced, as assumed in the terms of the political commitment of the my municipal administration to present to the municipal council the proposal for a mega loan with the Cassa Depositi e Prestiti to give to the inhabitants of Villa Rosina what after twenty years has now been effectively denied in terms of services and also to protect the territory

Cristina Ciminnisi, M5s regional deputy:The absence of the Infrastructure Department, the first and direct interlocutor for the use of FSC funds, and for the completion of the urbanization of Villa Rosina, is a serious weakness for the entire commission and a lack of respect for all the inhabitants of the Trapani neighborhood who are waiting for signs of clarity on the solution to problems that have afflicted them for decades. Already in the next few hours, I will present a resolution which commits the Government to foreseeing the completion of the urbanization works of Villa Rosina through the 2021/2027 FSC programming and which together prepares suitable tools that allow the setting aside and destination of the entire sum necessary for project that will be presented by the Municipality of Trapani”.

Dario Safina, regional deputy of the Democratic Party:From what we learned from an exchange with the relevant offices, these two urban regeneration projects are not included among those that will be proposed to Minister Fitto as financeable within the development and cohesion funds, but will have to participate in a tender worth around 100 million of euros specific to the topic. Therefore, to date, there is no certainty of financing. However, the Municipality of Trapani has all the credentials to obtain financing for these works in light of the modification of the Procurement Law. The new legislation provides, in fact, that both projects can be contracted with the integrated procurement system. To access the funds, therefore, it is no longer necessary to already have an executive project, but a preliminary project updated to the parameters of the new procurement law is sufficient. And the Municipality of Trapani has this data”.

Giuseppe Bica, regional deputy of the Brothers of Italy:I reassured them of the firm will of the regional government and of the councilor for Infrastructure and Mobility Alessandro Aricò to give priority to the urban regeneration project in the area. We discussed combining the two functional excerpts presented by the Municipality of Trapani with a total investment estimated at around 14 and a half million euros which involves the use of the EU Development and Cohesion Fund to optimize and guarantee a definitive solution to the problems of Villa Rosina. I undertake to support this initiative within the regional government and to carefully monitor the bureaucratic process to ensure that FSC funds are used to restore dignity to a residential community that has been neglected for too long.”
