Municipality of Quartu Sant’Elena – MARIA GRECA PIRAS IS THE CITIZEN GUARANTOR FOR THE RIGHTS OF CHILDREN AND ADOLESCENTS

Quartu is equipped with a new figure, that of the Guarantor of the Rights of Children and Adolescents: the role will be filled by Dr. Maria Greca Piras, School Director from Cagliari, with behind her the management and coordination of multiple projects in head of the Ministry of Education.

Dr. Piras, former member of the technical-scientific committee for the ICF project approved by the Miur, former representative of the Miur within the Board of Directors of the Conservatory of Cagliari, and already organizing contact in the context of PON projects connected to the school, is was appointed Guarantor by the Mayor of Quartu Graziano Milia, with decree n.61 of 15 April 2024 immediately enforceable.

The figure of the Guarantor of Children’s and Adolescents’ Rights was established last May with a resolution of the City Council and at the same time the relevant regulation was approved. Subsequently, in February an expression of interest was announced aimed at gathering availability to fill the role. Dr. Piras was chosen from a shortlist of five qualified candidates who met the regulatory requirements. You will remain in office for the entire duration of the Mayor’s administrative mandate and for a maximum of 6 months beyond the expiry of the administrative mandate.

Pursuant to the 4th article of the Regulation, the Guarantor supervises at city level the application of the UN Convention on the Rights of the Child of 20 November 1989 and of the Strasbourg Convention on the exercise of children’s rights implemented in Italy on 20 March 2003, as well as on the respect and application of all other international conventions and internal regulations adopted on the subject, as far as the Municipality of Quartu is concerned.

In particular, the Guarantor supervises the right of non-discrimination, in the best interests of the minor. Of the right to life, survival and development; promotes actions aimed at increasing concrete knowledge of the rights of children and adolescents in the city of Quartu Sant’Elena; Promotes the participation and listening of children and adolescents at an individual and collective level in whatever context decisions are made that concern them directly or indirectly; listens, where deemed appropriate also directly, to children and adolescents who ask to meet him and speak to him, in the presence of a reference adult. Reports to the Judicial Authority situations of alleged violation of rights and any form of discrimination against minors, deemed worthy of further investigation; it does the same towards other authorities and/or institutions responsible for monitoring these aspects, such as for example. the school authorities. It can express non-binding opinions on all general documents that the Municipality of Quartu issues regarding childhood, adolescence, family and education. Finally, it coordinates its activities with the National and Regional Guarantor, and does not fail to promote memoranda of understanding with the interested Administrations useful for carrying out its functions.
