Competition of ideas for the public park in memory of the victims of Covid-19 in Asti
With the Managerial Resolution no. 803 of 18 April 2024 the Municipal Administration of Asti announces a competition to acquire idea proposals, to be rewarded with the recognition of a suitable prize, for the creation of a public park called “Bosco degli Astigiani” in memory of the Asti victims of COVID-19.
The Municipal Administration of Asti has chosen to resort to a competitive procedure to obtain, through the comparison of several proposals, a high quality design solution which has the function of guiding all the transformations that will affect the area in the future.
Subject of the ideas competition
The object of the ideas competition is the development of a proposal aimed at drafting an overall project for the arrangement of a green area for the creation of a public park named “Forest of the Asti people” equipped with some structures to encourage its predominantly naturalistic use and with the inclusion of educational courses aimed at enhancing the cultivation of native crops such as truffles and vines.
Considering that the city of Asti has signed a Memorandum of Understanding (MoU) with different communities of People’s Republic of China and in particular with Bazhong (Sichuan region), Luzhou (Sichuan region), Lvliang (Shanxi region), Hefei (Anhui region), Jianghan district (Wuhan city – Hubei region), Lishui (Zhejiang province) and the twinning with Nanyang (Henan region) it is the intention of the municipal administration to strengthen the international link existing between Asti and these communities with the inclusion within the same area of some formal references toarchitecture and the art of Chinese culture.
The Municipal Administration, having not yet estimated the cost for the construction of the work, believes it will leave the competitors ample space for creativity, however including the cost-effectiveness of the construction of the area and the management costs among the evaluation criteria of the proposals. and maintenance thereof.
The project for the “Bosco degli Astigiani” requires clear specifications:
- Conservation of the orography of the site, avoiding excavation or filling of the land to preserve its natural appearance.
Protection of existing tree species and introduction of new native plants characteristic of the area to enhance the area. - Implementation of visual and acoustic screening systems to mitigate the impact of the adjacent highway.
Creation of welcoming spaces for meeting and relaxing, with pedestrian and cycle paths, sensory areas and equipment for outdoor physical exercise, without architectural barriers and with removable service structures such as toilets, benches and waste bins. - Usage of lighting powered by renewable energy sources and provision of a space for temporary exhibitions of works of art.
- Creation of a new access to the Park from the Valmorone road, with limited parking spaces reserved for disabled people, and educational areas dedicated to the cultivation of truffles and vines.

Who can participate
In compliance with the regulations referred to in art. 66, paragraph 1 of Legislative Decree 36/2023 and part V, annex II.12, Legislative Decree 36/2023, participation is open to:
- agronomists, landscape architects, engineers and architects, also established as professional societies, engineering companies, consortia and temporary groupings, registered in the respective professional registers, who are not prohibited from practicing their freelance profession, either by law or by contract, without prejudice to the incompatibilities referred to in the following article of this notice.
- subordinate workers authorized to practice the profession and registered with the professional association according to the national legislation to which they belong, with the exclusion of employees of the Municipality of Asti;
- university departments as long as they have internal professionals, referred to in this article, or in their absence in collaboration with external professionals.

The deadline for submitting the documents is set on the day June 17, 2024 at 12.00.

The documents required for the competition
Participants in the competition are required to submit the following documentation:
- overall plan in 1:1,000 or 1:500 scale of the area covered by the competition;
- detailed plans in appropriate scale of the most significant parts of the area;
- sections and/or tables in sufficient numbers to illustrate the proposal and any details on an appropriate scale;
- perspective and/or axonometric and/or planivolumetric representations and any other graphic representation deemed suitable to illustrate the project choices;
- any sketches, functional diagrams, solutions relating to the routes and methods of using the park;
- technical-illustrative report of a maximum length of four pages (eight pages) typed in A4 format;
- summary estimate of the expense for the implementation of the proposed solution, drawn up on the basis of parametric costs and divided into the various works, and of the future management and maintenance costs of the area.
The graphics must be contained in n. 2 horizontal boards Uni A0 format and presented in duplicate of which:
- a copy, appropriately folded and collected in a UNI A4 format folder, together with the technical-explanatory report and the cost estimate;
- a second, to be delivered mounted on a light, unfolded rigid support (Forex type).
The prize money
The Municipality makes the total sum of available for the prizes €. 14,000.00 euros. The sum will be divided as follows:
- 1st place: prize of €. 8,000.00;
- 2nd place: prize of €. 4,000.00;
- 3rd place: prize of €. 2,000.00;
The prizes are gross of expenses, social security contributions and statutory VAT.
