What emerged during the third meeting on the Housing Plan?

“First of all, let’s put it into context: April 4th was the third meeting of the consultation table established by the Minister of Infrastructure on the so-called Housing Plan. I frame it because in the previous meetings, in particular in the second one, after listening to the various participants, a framework of possible interventions was given for a purpose which is to increase the housing supply.

The measures aimed at regularizing small internal discrepancies in homes, announced by Minister Salvini at one of our conferences in Piacenza and which we are now talking about, are apparently not in line with the Housing Plan, whose objective is to increase the housing supply, but he frames them in that Plan by arguing that by making the properties more marketable, those blocked by formal or substantial issues linked to interventions to be adjusted, the housing supply is also helped”.

What was explained in detail?

“In the meeting on Thursday 4 April it was explained to us – without producing a text, but illustrating the measures through slides and words – what the lines of intervention are,

how they intend to act with a decree-law to resolve the problem of small internal discrepancies in homes.

What was illustrated to us in broad terms, but also with some details, is a system for solving these problems within homes.

Then we were told that, with a different instrument, a bill, a broader reorganization and review of the Consolidated Building Act would be done to resolve other problems as well, but more calmly.

This is somewhat of the content of the meeting, which obviously will then have to be defined with a text. If the measures are as announced, they will also be acceptable to those who are criticizing them on the assumption that they are not what they are told.”

“Exclusively on this, except for example my intervention. Because I intervened to say that we agree on the approach, except to review the text, but we renew the invitation to take measures more directly aimed at increasing the housing supply”.

In this regard, what are your proposals?

“The principle is to strengthen private rental. But beyond the principle there are concrete measures.

As regards fiscal measures: zeroing of the IMU for agreed rental contracts and application throughout Italy of the 10% flat rate tax relating to such rentals. On a civil level, however, we ask that more guarantees be given to the owners for the repossession of the properties.

In particular, regarding this last point, we know that people continue to say that there is limited housing supply also because many owners either do not rent out the properties or give them out on short-term rentals. Since this often happens out of fear of not regaining possession of your property in due time, we ask for greater guarantees.

We know that the problem is in the executive phase, not so much in the judicial one, so we propose to support the judicial officers with other figures who can try to speed up that operation which is often long. We need to speed up the execution phase. It is necessary to change perspective and ensure that even at a territorial level the prefectures and police stations take for granted that the properties must be freed and always provide the public force.

We then underlined the need to remedy the scandal which sees over 100 thousand council homes unavailable for various reasons. It is not acceptable to hear controversy against private owners whose rents are too high when the public homes paid for by taxpayers are not available to those who are entitled to them.”

Regarding the topic that occupied the scene during the meeting, the regularization of small discrepancies, what is your position?

“In general, we expressed a positive opinion. If the operation is as it has been described, if the objective is to accelerate, allow us to resolve and resolve all cases of inconsistencies and discrepancies between the physical situation of the apartments and the formal situation of the same, for us it is an excellent thing. In this case it is about helping to move and therefore exchange properties that are on the market, but which cannot be sold because there are inconsistencies, often discrepancies dating back a long time.
