Here we are. Starting from 10 am on Monday 3 June 2024 it will be possible to access the platform to request the bonus for the purchase of a new vehicle. The decree was published in the Official Gazette which provides for a whole series of benefits. The government has put almost 953 million euros on the table: of these, 782 are intended for new cars, 20 for used ones, 50 for long-term rental for private individuals and 10 to gas transformation. The remaining 91 go to motorcycles (38) and commercial vehicles (53).

Ecobonus 2024, how to request the benefit

As mentioned, the new platform will be active from June 3rd at 10:00 am. The forms for requesting the bonus and the contribution allocation tables will be available on the site. There will be three bands and the reference parameter is the CO2 emissions of the car purchased. The standard provides three bands and a list price limit (including accessories, excluding IPT and PFU):

  • 0-20 g/km with a price list of up to 35 thousand euros + VAT (42,700 VAT included)
  • 21-60 g/km with price list up to 45 thousand euros + VAT (54,900 VAT included)
  • 61-135 g/km with price list up to 35 thousand euros + VAT (42,700 VAT included)

Scrapping is mandatory only for the third tier. The car to be scrapped must be registered in the name of the buyer of the new one or a family member who has lived with him for at least 12 months. And it must be of Euro 0, 1, 2, 3 or 4 class. Euro 5 are permitted only for natural persons with a family ISEE of less than 30 thousand euros who purchase a car in the first two bands (0-20 and 21-60 g/km).

The amount of contributions

The bonuses range from a minimum of 1,500 euros on cars in the third tier with mandatory scrapping of a Euro 4 to a maximum of 11 thousand euros for the purchase of an electric with scrapping of a Euro 0, 1 or 2. For natural persons with a family ISEE of less than 30 thousand euros there is an extra bonus of 25%, but only in the case of purchasing cars in the first two bands. The maximum bonus that can be obtained, therefore, is 13,750 euros. Both natural persons and businesses (except those operating in the vehicle trade) can access the contributions. Companies, however, remain excluded from the 61-135 range.

The funds are not unlimited and the operation will end when the funds run out of money available. On the site set up to access the ecobonus it is possible to monitor the progress of bookings. The 782 million allocated to new cars are broken down as follows:

  • 0-20 g/km CO2: 240 million;
  • 21-60 g/km CO2: 140 million;
  • 61-135 g/km CO2: 402 million.

Rules on sales and registration

As regards the terms for registration, the car purchased with the incentive must be registered within 270 days, under penalty of losing the bonus. Furthermore, it is prohibited to sell for 12 months. To obtain the incentive, the buyer undertakes to maintain the property for at least 12 months (24 for businesses). The car purchased with the incentive can also be registered in the name of a different person than the one to whom the one to be scrapped was registered, as long as both are part of the same family unit.

Incentives for used cars

The 2024 incentive reform reintroduces, after a few years, a contribution to the purchase of used machines. Natural persons who purchase, even under financial leasing, Euro 6 used cars with emissions of up to 160 g/km of CO2 and a price resulting from average market prices of up to 25 thousand euros, will be granted a contribution of 2 thousand euros if at the same time one is scrapped class car up to Euro 4. 20 million have been allocated to this initiative, reserved for cars of first Italian registration that have not benefited from state incentives in the past: a sum sufficient for just 10 thousand cars.

Microcars and taxis

The ecobonus also involves electric vehicles in categories from L1e to L7e, including microcars, for which a contribution equal to 30% of the purchase price is expected up to a maximum of 3,000 euros. The contribution rises to 40% (up to a maximum of 4,000) euros in the case of scrapping a vehicle of class up to Euro 3, owned by the buyer (or a cohabiting family member).

For holders of taxi and rental licenses with driver, the state contribution is doubled for all categories of vehicles included in the incentives. More specifically, the doubling applies to competition winners and recipients of new licenses from 10 August 2023 until the entry into force of this decree, and to those who replace the vehicle used for the service. The reform debuts with a contribution to long-term rental reserved for natural persons for rental contracts of vehicles in the first three emission bands and with a duration of no less than three years. The amount of the state contribution to the rent will be set by a decree of the Ministry of Business and Made in Italy within one hundred and twenty days from the date of entry into force of the reform. 50 million will be allocated to this initiative.

LPG and methane cars

Contributions to the conversion to LPG or methane also return. Reserved for natural persons who install the system on cars (Euro 4, Euro 5, Euro 6), the contribution is 400 euros for LPG and 800 euros for methane. The bonus will be deducted from the installation cost directly by the installer. 10 million have been allocated to this initiative, which will be governed by a subsequent provision from the Ministry of Business.
