For healthcare professionals, a structured rule without time constraints for the exercise of the freelance profession

Dear Director,
I would like to bring to the attention of readers the current unequal treatment in terms of freelance work between medical management and health professionals. ANPSE, after having contributed to the attenuation of the exclusivity constraint for healthcare professions with law no. 53 of 26.5.2023, saw the opportunity to request a judgment from the European Parliament through MEP Lucia Vuolo, presenting a question that highlights the difference in treatment between professionals belonging to our National Health System.

In fact, to date, L 502 of 1992 is in force for medical management which regulates and structures the exercise of the freelance profession, with the possibility of choosing between extramural, intramural and exclusivity allowance, without any time constraints; for health professionals, however, law no. applies. 53 of 26.5.2023 which determines various internal critical issues, such as that of being incomplete and unclear, thus allowing healthcare companies to provide easy and inexplicable denials! Last but not least, the exercise time limit (31.12.2025), which turns out to be a real deterrent for health professionals in terms of cost-benefit analysis.

For this reason we hope that the question presented to the European Commission will give the necessary push to motivate the executive to draw up, in a short time, a structured regulation without time constraints that allows healthcare professionals to practice their profession on a par with management medical.
