Off we go from April 30th the requests for access to the Fund to support the growth and technological development of semiconductor chain.

The decree of the Ministry of Business and Made in Italy approved the decree of 12 April which makes the benefits included in the European package operational Chips act.

The objective is to support specific projects to introduce distinctive capabilities in Italy in the manufacturing of semiconductors or in the production of key equipment or components for the supply chain for period 2022-2030.

The recipients of the benefits are the companies that join the development contracts.

The incentives to support growth and technological development amount to 3.29 billion euros.

Chips act and semiconductors: applications for development contracts starting from 30 April

The MIMIT directorial decree of 11 April defines the terms and methods for submitting applications to access the Fund to support growth and technological development of the semiconductor supply chain.

From 30 April 2024, requests can be submitted by companies, using the facilitation tool of development contracts, as announced in the MIMIT press release of 12 April.

The benefits for which they are available 3.29 billion euros for the period 2022-2030, they encourage projects to introduce into Europe:

  • manufacturing capabilities semiconductors;
  • the production of equipment or key components for the supply chain national and continental.

The measures are part of the European plan “Chips Act”. Industrial development or environmental protection programs must have as purpose:

  • strengthening and developing the domestic semiconductor manufacturing industry;
  • the growth and technological development of supply chain enterprises.

The objectives can also be achieved through the attraction of new investments and research, development and innovation projects.

As required by the rules governing development contracts, the programs must include eligible expenses and costs of no less than 20 million euros.

In some cases, a specific subscription is required agreement between MIMIT, Invitalia and the proposing company:

  • for development programs with eligible expenses of an amount equal to or greater than 50 million euros;
  • for development programs for which, regardless of the amount of investment, the company requires the application of the Chips Act rules.

Chips act and semiconductors: how to apply from 30 April

The mode hey deadlines for submitting applications concessions were established by the MIMIT decree of 11 April.

The submission of requests must take place exclusively electronically, through the platform made available by Invitalia, called upon to take care of the procedure.

The presentation must take place starting from 12:00 of 30 April 2024.

Learn more about the application process and documentation to attach will be made available on the same Invitalia web portal.

The proposing entity must indicate:

  • in the case of initiatives attributable to the case referred to in article 3, paragraph 2, letter b), detailed information to allow a clear traceability of the planned investments to the semiconductor sector;
  • in the case of a request for application of the provisions referred to in section 2.8 of the Temporary Framework, detailed information aimed at allowing a clear traceability of the planned investments to the production of devices useful for the transition towards a net zero emissions economy, as identified by the Framework temporary itself and by Title III of the decree of the Minister of Business and Made in Italy of 14 September 2023;
  • in the case of initiatives potentially subject to individual notification, also within the scope of the Chips act, any useful information for a correct evaluation of the program, including those relating to any actions already undertaken to ascertain the conditions envisaged for the application of the provisions of the Chips act.
